Reporting to the Senior Manager, Human Resources, the Manager, Workplace Health and Safety is responsible for supporting Covenant Care and Covenant Living in achieving their workplace health and safety strategic objectives. The Manager promotes a strong workplace safety culture within the organizations. This position is responsible for providing safety and emergency disaster management guidance to the organizations, assessing needs, providing input into program development, and implementing strategies to support the organizations in achieving their workplace health and safety and emergency disaster management goals.
The Manager, Workplace Health and Safety works with Human Resources to update, revise, develop, implement, and evaluate OHS programs, policies, and procedural strategies to deliver a comprehensive occupational health and safety program at Covenant Care and Covenant Living.
The Manager also works with the Human Resources team to develop and implement OHS training programs for managers and employees. Training includes OHS management for supervisors, managers, and worksite health and safety representatives; incident investigation; hazard assessment; workplace inspection; WHMIS; emergency disaster management; First Aid; and musculoskeletal injury prevention. This position also oversees the organization’s disability management program, as well as other organizational wellness initiatives.
This position will:
- Model the organization’s mission, vision, and values, consistently representing Covenant professionally and positively
- Collaborate effectively as a professional team player, supporting the achievement of Covenant’s Mission, Vision, and Values
- Engage and mobilize teams to fulfill Covenant’s Mission, Vision, Values, and strategic objectives
Key Responsibilities
- Collaborate with site leadership and key stakeholders on implementation strategies
- Arrange education sessions with site leadership and staff responsible for OHS program activities
- Monitor program implementation and communicate progress to HR and site leadership
- Implement and maintain a robust Disability Management Program focused on employee well-being and successful return-to-work outcomes
- Support management and HR in identifying safe return-to-work opportunities
- Assist the Disability Management team in fostering positive outcomes for returning employees
- Work with site leadership to determine implementation strategies
- Identify equipment and Personal Protective Equipment (PPE) needs
- Maintain OHS content on the organization’s intranet
- Deliver “train-the-trainer” sessions and audit site training programs
- Respond to routine safety inquiries and provide guidance on WHMIS, toxicological information, and PPE usage
- Identify and respond to site-level safety concerns and inform site leaders as appropriate
- Manage tracking systems to monitor compliance with OHS legislation and safety activities, including incident investigations, department inspections, and hazard assessments
- Provide support and guidance to Joint Occupational Health and Safety Committees and local safety committees
- Assist HR Managers with return-to-work programs for employees
- Work with on-site educator teams to implement respirator fit testing according to OHS Regulations and Code
- Conduct ongoing reviews of site hazard vulnerability and risk assessments related to natural, technological, human, and hazardous material events
- Respond to incidents at the site or corporate level as required and support the development of site-specific response plans
- Oversee the review and updating of emergency disaster management plans across sites
- Deliver emergency preparedness education to staff and leadership
- Support sites in planning emergency preparedness exercises and activities
- Participate in internal planning committees and working groups
- Research and develop educational materials related to Emergency Disaster Management
- Other duties as assigned
Qualifications:
- Bachelor’s degree in Occupational Health and Safety, Human Resources, Nursing, Kinesiology, Disability Management, or a related field
- Professional designation in CRSP (Canadian Registered Safety Professional)
- Minimum 5 years of progressive experience implementing Occupational Health and Safety (OHS) programs, including experience with disability management and return-to-work programs
- Experience working in a unionized healthcare or public sector environment is preferred
- Demonstrated experience developing, implementing, and evaluating health and safety programs, policies, and procedures
- Experience managing workplace injury prevention, incident investigations, and corrective action planning
- Ability to align safety initiatives with organizational priorities
- Experience working collaboratively with joint health and safety committees, unions, and leadership teams
- Knowledge of relevant legislation and standards, including:
- Occupational Health and Safety Act, Regulation and Code
- Workers’ Compensation Act
- Human Rights legislation related to workplace accommodation
- Applicable healthcare safety standards and best practices
- Knowledge and practical experience in:
- Disability management and return-to-work coordination
- Workplace accommodation processes
- Hazard identification, risk assessment, and control strategies
- Workplace incident investigation and root cause analysis
