JOB SUMMARY As a key member of the OKIB senior management team, the Director of Health Services provides leadership and strategic direction to planning, organizing, implementing, maintaining and evaluating culturally relevant and safe health and wellness programs and services. This role is also responsible for initiatives related to accreditation, quality improvement, patient safety, cultural integration, funding, research initiatives, information governance, and digital transformation.

REPORTING STRUCTURE Reports to the Director of Administration. This role oversees primary care, community public health, home care, mental health and wellness and related programs.

SUPPORTS NEEDED Strategic Leadership

  • Leads the development, implementation, and evaluation of strategic health and wellness plans aligned with Syilx values, community priorities, and reconciliation principles.

  • Provides overall leadership and direction for the Health Department including program planning, service delivery, staff supervision, cultural wellness integration, and community engagement.

  • Oversee departmental operations to ensure high-quality, culturally safe, and accessible health services for community members.

  • Develops and manages departmental budgets, funding agreements, and financial reporting to ensure effective use of resources and compliance with funding requirements.

  • Prepares and presents departmental reports, program updates, and strategic recommendations to Senior Leadership and Chief and Council.

  • Builds and maintains strong partnerships with external stakeholders including Interior Health (IH), Primary Care Network (PCN), Okanagan Nation Alliance (ONA), First Nations Health Authority (FNHA), and First Nations Health Directors Association (FNHDA).

  • Ensure health programs and services are delivered in compliance with legislation, privacy standards, accreditation requirements, and OKIB policies.

  • Oversee data governance, reporting requirements, and health information management, including compliance with privacy legislation and clinical systems such as Meditech where applicable.

  • Advocates for the health and wellness priorities of the community through policy development, partnership initiatives, and funding opportunities.

  • Leads recruitment, development, and retention of a skilled and culturally competent health team.

  • Promotes a respectful, culturally safe, and healthy workplace environment aligned with OKIB values.

General Duties

  • Responds to queries raised by the DOA/CEO, Council, Staff and community members.

  • Leads financial reviews that include monitoring program direction, delivery, cost, results and oversees program reporting and evaluation.

  • Oversees the development, monitoring, and evaluation of community health programs and services to ensure effectiveness and alignment with community needs.

  • Leads policy development and continuous quality improvement initiatives within the Health Department

  • Supports integration of traditional wellness practices and cultural knowledge into health programming where appropriate.

  • Ensures compliance with FNHA funding agreements, reporting requirements, and program standards

  • Represents OKIB Health Services on regional, provincial, and national health committees and working groups

  • All employees of OKIB may be required to assist in the delivery of emergency services. Duties during emergencies may differ from regular responsibilities.

  • Performs duties in accordance with OKIB policies and procedures

  • Participates in community events as requested

  • Performs other duties as required

WHO ARE WE LOOKING FOR You have education, experience, or an equivalent combination may be considered. You are community-minded, detail-oriented, have a willingness to contribute to a team and an excellent communicator.

Education

  • A University Degree in Health Sciences, Human Services, Public Health or a related field is required

  • A master’s degree in public health or a related field is considered an asset

  • An equivalent combination of education and experience may be considered

Experience

  • A minimum of five years in healthcare leadership roles, preferably in Indigenous health and within First Nations communities

  • Demonstrated experience in strategic planning, program development, delivery, monitoring, and evaluation

  • Intermediate proficiency in Microsoft Office Suite and relevant digital tools and systems

CLASSIFICATION/PAY SCALE $110, 000 - $125, 000 per annum dependant on education and experience.

About Okanagan Indian Band

The Okanagan Indian Band is working toward ensuring the future through Cultural, Social and Economic Development, guided by the leadership of an elected Chief and Council. The band administration is organized departmentally to deliver services and manage the strategic goals of the Chief and Council and Okanagan Indian Band membership.

The Okanagan Indian Band is one of the eight member Band communities of the Okanagan Nation; the other member Band communities are Lower Similkameen Indian Band, Upper Similkameen Indian Band, Osoyoos Indian Band, Upper Nicola Band, Penticton Indian Band, Westbank First Nation and the Colville Confederated Tribes.

The presently known Okanagan valley is also known as the Okanagan Indian Nations traditional territory, or as the "Syeelhwh Nation", which means the people who live here". "S-Ookanhkchinx" or Okanagan translates to mean "transport toward the head or top end". This refers to the people traveling from the head of the Okanagan Lake to where the Okanagan river meet the Columbia river. In other words Okanagan Lake and Okanagan river were the traditional transportation routes of the people and their traditional boundaries encompassed this area.
