Scarborough Subway Extension (SSE - SRS) The 50/50 joint venture between Aecon Infrastructure Management Inc. and FCC Canada Ltd. will bring the TTC’s Line 2 subway service nearly eight kilometres farther into Scarborough, replacing Line 3 (the Scarborough RT). It will extend from Kennedy Station to Sheppard Avenue and McCowan Road, providing quick and seamless transit for those heading into and out of the downtown core and those travelling within Scarborough. The construction is split into two contracts: Advanced Tunnelling (AT) and Stations, Rail, and Systems (SRS). Scarborough Transit Connect (STC) is the partner for the development phase.

Project Opportunity As part of the Scarborough Transit Connect project, we are looking for a Health and Safety Manager to join our team. The Health and Safety Manager will be responsible for promoting the health and safety culture on the project. They will oversee a team of Managers and Advisors while working with the senior management team to ensure continuous improvement and standards are met on site.
Reports to: Health and Safety Director Main Responsibilities
- Manage the day-to-day activities of STC Safety operations and centralized program and implementation of the Health and Safety Management Plan.
- Formulate and recommend improvements to Health and Safety Management Plan.
- Conduct health and safety audits, risk assessments, and accident investigations, maintain comprehensive documentation and records and follow through with corrective and preventive actions.
- Review project plans and project sites before work commences, identifying safety-related risks.
- Inspect active project sites to evaluate ongoing work conditions to guarantee compliance with Occupational Health and Safety standards and other pertinent legislations.
- Liaise with external parties such as government inspectors, sub-contractors, and the general public.
- Work with project management teams and field workers to implement and devise solutions to safety-related issues on project sites.
- Work with senior management to create plans for emergency procedures.
- Advise and assist executives and management on matters relating to safety and occupational health issues.
- Routinely monitor the workforce for unsafe behaviors and coach personnel on the correct behaviors when observed.
- Manage, direct and supervise the daily activities of subordinates within the safety discipline.
- Supervise workers’ compensation and claims management process.
- Recruit candidates for the Health and Safety team as required.
- Support, coach, and mentor site teams on safety training programs and requirements.
- Carry out major incident investigations.
- Manage compliance with Legal and Contractual requirements and provide verbal and written reports on same.
- Participate in internal and external audits.
Education And Qualifications
- University or College degree/diploma or equivalent experience in the Health and Safety field.
- Minimum 5 years’ experience in a senior Health and Safety role in construction; experience in public transportation infrastructure is an asset.
- A professional designation such as Certified Registered Safety Professional (CRSP) or National Construction Safety Officer (NCSO) is required.
- Strong leadership skills with prior experience of leading and managing a team.
- Intermediate to advanced working knowledge of MS Office and general database skills.
- Adaptable and flexible to an ever-changing environment.
- Proven experience in Subcontractor management is an asset.
Job Requirements
- Understanding of the Workplace Safety and Insurance Board System (WSIB) and return to work program.
- Familiar with the primary entities in all related industries; understands competitive environment and industry trends in the medium to long term.
- Ability to deliver H&S training in the workplace and give formal presentations to management.
- Ability to research and prepare high level reports on H&S and improvement strategies at the group level.
- Ability to devise and monitor project level strategic business plans and resource infrastructure.
- Ability to contribute to and communicate a companywide long-term vision and a strategy to achieve short, medium and long-term goals.
- Proven ability to champion health and safety initiatives and influence stakeholders to achieve health and safety objectives.
- Strong knowledge of team functioning and morale principles, able to strategically build a team with complementary skills and monitor and drive team morale at the group, business unit or companywide level.
- Ability to communicate with tact and diplomacy, excellent verbal and written communication skills.
