Job Description Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Capital Projects Group is seeking a Director, Project Delivery to provide strategic leadership and direction for the design, development, and execution of capital infrastructure within the Union Station Rail Corridor (USRC). The USRC is the downtown rail corridor which includes Union station where 90% of all Go Services either start or end from. The objective is to build a comprehensive regional rail network to meet the corporate mandate and business objectives while adhering to Metrolinx’s highest standards for safety, efficiency, and legal/regulatory/policy compliance, while delivering excellent customer experience.
What will I be doing?
- Provide strategic and tactical leadership and direction to deliver large-scale capital railway infrastructure projects within the USRC.
- Lead the strategic project planning, design, staging, and tendering of GO Expansion infrastructure that integrates and expands upon existing GO Transit and municipal services and operations.
- Direct and coordinate the delivery of infrastructure projects encompassing construction, commissioning, and deployment into operational service (e.g. tracks, grade separations, stations, platforms, parking, train support facilities) in accordance with corporate project management standards, procedures, controls and environmental requirements.
- Oversee alternative service concept development while incorporating current and future infrastructure requirements to ensure seamless introduction of new services.
- Coordinate the design and implementation of electrification and signal infrastructure with the assigned region to ensure seamless integration with the corridor’s civil infrastructure.
- Guide the design of an engagement plan to engage the public, municipalities, elected officials and other stakeholders.
- Provide technical subject matter expertise to senior management and stakeholders.
- Work cooperatively with municipalities to develop the regional GO Expansion program and complement local transportation objectives.
- Provide senior leadership oversight of strategic plans and design and construction activities for adherence to regulatory codes, processes, and protocols.
- Develop and manages annual and long-term budgets and staffing plans.
- Establish processes, controls, and measures to ensure appropriate expense allocation, cost management, and overall fiscal responsibility.
- Monitor project and program progress to deliver program objectives on time and within budget, and achieve anticipated business results.

What Skills and Qualifications Do I Need?
- Completion of a degree in Transportation or Civil Engineering, or a related discipline or a combination of education, training and experience deemed equivalent.
- Demonstrated progressively senior project management experience in the rail transportation industry with direct involvement in providing senior leadership and direction in the design, development, and execution of rail corridor construction.
- Familiarity with relevant legislation (e.g. Metrolinx Act, Places to Grow Act, Planning Act, Revised Statutes of Ontario (RSO), Municipal Act) is an asset.
- Knowledge of legal/regulatory requirements governing passenger rail services, including qualification (or ability to become qualified) under Canadian Railway Operating Rules (CROR).
- Understanding of Health, safety, and environmental legislation and codes effecting the public, employees, contractors and facilities.
- Principles and practices of architecture, urban planning, engineering design and their application to the construction of infrastructure, facilities, and related works.
- Project management principles and practices, including budget and schedule controls
- Service-focused management, leadership, and influencing skills.
- Knowledge of operational plans and budget development and monitoring processes
- Analytical and negotiation skills and experience with vendor management.
