Raising the Roof is a national charitable housing developer. We work with local partners to create and operate affordable housing and shape solutions that make homelessness preventable.
Because much of our work is delivered through local partners, our impact data currently sits across multiple organizations, systems, and processes. Building a consistent and practical way to collect and use that information is central to this role.

The Opportunity
As our housing portfolio and network of partners grow, we need to move from reactive, one-off reporting to a proactive system where the information we need is already there when we need it. This role will design, implement, and continuously improve Raising the Roof’s measurement, evaluation, and learning system from the ground up. You will create the framework, select or improve the tools, establish practical data-collection processes with partner organizations, and take long-term ownership of the system once it is operating.
The central challenge isn’t knowing what to measure, it’s building a system that provides the right information for the right people at the right time. You’ll think through the full flow of information:

Key Responsibilities
- Build and implement the MEL framework Design and implement a practical, organization-wide MEL framework (outcomes, indicators, data sources, collection methods, and reporting cycles) in partnership with leadership and program staff. Help shift Raising the Roof from activity-based reporting to outcomes-based reporting that shows the real difference our work makes. Ensure the framework is practical enough to be adopted across a distributed network of internal teams and external partners.
- Collect data ethically, through partners Develop trauma-informed, consent-based approaches to collecting data from residents (surveys, interviews, feedback loops). Coordinate with local housing providers and property managers to gather data in ways that are respectful, voluntary, and not administratively burdensome. Define the operating model for data collection: who gathers what, when collection occurs, how it’s recorded, and how it moves securely through the system.
Build similar systems for
Social enterprise partner data (training, employment outcomes, retention) Development management client data (project milestones, outcomes, satisfaction) 3. Turn data into insight Analyze qualitative and quantitative data to identify trends, gaps, and lessons learned. Build dashboards and reports for internal teams, the Board, funders, donors, and investors. Translate findings into clear, usable information for decision-making, funder reporting, organizational learning, and future planning. 4. Protect data properly Design data governance practices covering collection, storage, access, anonymization, and retention. Develop documentation and staff guidance to keep data handling ethical, secure, and compliant with funder and privacy requirements. 5. Build a culture of learning Train and support staff and partners to understand and use the data. Facilitate learning conversations that connect insights back to better housing outcomes, partnerships, and strategy. 6. Keep reporting on track Maintain a reporting calendar across government funders, foundations, corporate partners, investors, and the Board. Build templates that reduce duplication and keep multi-contributor reports on schedule.
Qualifications
Required Comfortable building something from scratch — energized rather than daunted by that. 3–5+ years of relevant experience in measurement, evaluation, research, data analysis, reporting, or impact measurement. Experience developing or implementing evaluation frameworks, logic models, theories of change, indicators, surveys, or reporting tools. Experience applying ethical, consent-based, and trauma-informed data practices (ideally experience with vulnerable populations). Comfortable working through partner organizations rather than direct reports — able to design systems that other agencies will actually adopt. Strong working knowledge of data analysis and reporting tools, with experience using Excel and at least one dashboard/visualization/database/reporting platform. Able to prepare clear, accurate reports and explain technical information to non-technical audiences. Solid project management skills — comfortable owning multiple deadlines and coordinating input from multiple contributors. Bachelor's degree or equivalent experience in evaluation, social sciences, public policy, statistics, research methods, or a related field. Interested in taking long-term ownership of the system and improving it over time.
Nice to have
Experience in affordable housing, homelessness, social services, or community development. Experience with donor databases or fundraising CRMs. Experience researching and selecting software or data systems. Qualitative research methods — interviews, focus groups, thematic analysis, participatory evaluation. Knowledge of privacy legislation or nonprofit data governance.

Additional perks
Vacation starts at three (3) weeks for full-time employees, up to a maximum of six (6) weeks upon Executive Director approval. Vacation increases by one (1) week per every three (3) years of completed service (to a max of six).

Working Conditions
Raising the Roof is a remote-first organization. This role can be based anywhere in Canada. Expect regular virtual meetings, occasional travel for events, and frequent work with sensitive resident, donor, and organizational information requiring discretion and good judgment. Travel to partner sites (potentially across multiple provinces) may be required at times when in-person data collection or relationship-building is the best option. Occasional evening or weekend work may be needed around reporting deadlines or events.
Working time is generally 9am to 5pm Eastern Standard Time. If the candidate lives in another time zone, they should be available from approximately 10am EST to 3pm EST to have shared meeting hours, with flexibility outside those hours as needed.
