About the role

Cariboo-Chilcotin School District encompasses forests, lakes, plains, and mountains across a large geographic area on the traditional and unceded territories of the Secwepemc, Tsilhqot’in, and Dakelh First Nations. Our district is located in the central interior of British Columbia with two central hubs, Williams Lake and 100 Mile House, and many outlying communities throughout the region including Dog Creek, Likely, Big Lake, Horsefly, Nemiah Valley, Alexis Creek, Tatla Lake and Anahim Lake. The district has a student population of approximately 4500 students within 24 schools and an annual operating budget of approximately $64 million dollars.

Summary

Due to a vacancy, the Board of Education seeks a collaborative leader to serve as Director of Instruction – Human Resources.

The Position

The Director of Instruction – Human Resources reports directly to the Secretary Treasurer and is a key member of the Senior Learning Team. Key responsibilities include:

  • Contribute to the Human Resources Team in providing services that support the Board of Education’s Strategic Plan, and the commitment to Truth and Reconciliation and Antiracism.
  • Provide strategic oversight into all staffing and recruitment initiatives.
  • Support Human Resources and Labour Relation matters including managing workplace investigations, employee services, and grievances.
  • Provide advice and guidance to Managers and Principals concerning the interpretation and administration of the collective agreements, policies, workplace legislation and regulations.
  • Oversee, support and conduct evaluations and performance management
  • Oversee the full-cycle recruitment, including selection of candidates, onboarding and orientation.
  • Provide oversight of disability and leave processes including return-to-work and duty-to-accommodate processes.
  • Maintain professional and respectful working relations through mutual respect with employee group partners, inherent rightsholders, and system stakeholders.
  • Provide Human Resources in-service, leadership, and learning development for employees at all levels.
  • Participate on the District’s local collective bargaining team as may be required.
  • Attend various labour/management committee meetings, grievance hearings, and arbitrations as required.
  • Through ongoing professional learning, maintain a strong working knowledge of relevant legislation impacting portfolio responsibilities, arbitral case law, and best practices.

Required Knowledge, Abilities and Skills

  • Candidates must have a Master’s degree plus a valid Teaching Certificate issued by the Teacher’s Regulation Branch (TRB) of British Columbia.
  • Demonstrated leadership experience within the publicly-funded K-12 sector.
  • Strong professional knowledge in best human resources practices, labour relations, legislation, conflict resolution and workplace investigations.
  • Demonstrated exceptional interpersonal, communication, and conflict resolution skills, supporting respectful, fair, and collaborative workplace relationships.
  • Excellent oral and written communication skills.
  • Exemplary organizational and planning skills.
  • Strong managerial skills and financial/budget experience.
  • Demonstrated high ethics, flexibility and accountability.
  • Preference will be given to candidates who hold or are working towards their Chartered Professional in Human Resources (CPHR) designation.

This full-time continuing position is excluded from union membership. The salary range for this position is determined by the BC Public Service Employer Association (BCPSEA). The range for this position is $166,003 to $184,448 per year with a comprehensive benefits package and pension. Placement on the salary range is dependent on qualifications and experience.
