

About the role
We are seeking a Level 3 Business Analyst to support Director General Human Capital Management Modernization – Military (DGHCMM-M). This role will help map a designated Military Personnel Management System (MPMS) capability — including its end-to-end workflows, data, and system integration dependencies — to build a clear, enterprise-wide view of that personnel management operation. This work supports the CAF's broader MPMS modernization initiative, which aims to integrate currently fragmented personnel functions (career and posting management, qualifications, leave, medical, and readiness attributes) into a coherent, data-driven enterprise capability, in alignment with the 2022 CAF Digital Campaign Plan and the 2024 CDS/MND Directive on Reconstitution. You will work collaboratively with a Level 3 Business System Analyst and DGHCMM-M stakeholders to document current ("As-Is") and future ("To-Be") processes, support requirements management, and produce artifacts that inform modernization planning. Key Responsibilities Support mapping of a designated MPMS business capability, including end-to-end workflows, decision flows, and stakeholder impacts Document As-Is and To-Be business processes, identifying activities, decision points, and hand-offs between manual and automated steps Elicit, analyze, and document business, functional, system, and data-driven requirements, ensuring traceability to mapped processes Support development of acceptance criteria with DGHCMM-M stakeholders Identify candidate business processes for re-design, assessing opportunities for standardization, simplification, and optimization Help analyze solution options and trade-offs, and recommend evidence-based courses of action Support governance, validation, and methodology alignment activities to ensure consistent, auditable deliverables Deliverables You'll Contribute To Kick-off meeting within 2 weeks of contract award Signed Non-Disclosure Agreement prior to commencement of work Enterprise Capability Definition Report As-Is/To-Be Process Mapping Report Business and System Requirement Specification Report Process Optimization and Improvement Assessment Supporting input to the Data Inventory and Data Dictionary, Conceptual Data Model, and Interface and Integration Overview Report Work Arrangement & Conditions Hybrid role: services are delivered primarily from a private Canadian residence using a DND-provided networked laptop and Defence Wide Area Network contractor account (for processing up to PROTECTED B information) Resource must attend a Canadian Forces Base in person to complete Public Key Infrastructure (PKI) Card registration A Visit Clearance Request (VCR) must be initiated prior to any visit to NDHQ Carling Campus, and applicable site policies must be followed Resource is not an employee or servant of Canada All deliverables, reports, data, and materials produced remain the property of Canada and must be safeguarded; no DND/Government of Canada logos or insignia may be used on personal business materials Meetings may be recorded for transcription purposes, in accordance with the Defence 365 Teams Meetings Recordings Acceptable Use Policy Access to classified material is restricted until the required security clearance level is obtained and CSP registration is maintained Work Location: Hybrid remote in Ottawa, ON
Requirements Demonstrated experience as a Level 3 Business Analyst (per TBIPS Stream 4: B.1 standards) Experience with business process modelling (e.g., BPMN) Experience eliciting and documenting business and functional requirements in a large, complex organization Experience with data analytics tools is an asset (e.g., Python, R, Microsoft tools) Familiarity with data modelling/integration concepts is an asset (e.g., SQL) Familiarity with cloud platforms is an asset (e.g., AWS, Microsoft Azure, Google Cloud) Familiarity with ERP systems is an asset (e.g., SAP, Oracle) Eligible to obtain or currently hold an Enhanced Reliability security clearance English language proficiency at a CCC (Reading/Writing/Oral) level
