Human Resources is located at the EIPS Central Administration building in Sherwood Park, at 683 Wye Road. Providing services for the division, Central administration is comprised of eight departments, in addition to the Board of Trustees. The departments include Education Executive, Communication Services, Facility Services, Student Transportation, Human Resources, Financial Services, Supports for Students, and Information Technologies, 17 work in the Human Resources department.
JOB SUMMARY
The Recruiter is responsible for coordinating and supporting the recruitment and hiring processes for Elk Island Public Schools (EIPS). The role serves as the primary contact for candidates and supports hiring managers through posting positions, screening applications, scheduling interviews, and preparing employment offers.
The position ensures recruitment activities are completed accurately, efficiently, and in accordance with applicable legislation, collective agreements, and administrative procedures. The Recruiter also supports onboarding activities, maintains recruitment records, responds to inquiries, and assists with recruitment-related administrative processes to support effective staffing across the Division.
KEY RESPONSIBILITIES
Recruitment Coordination
- Manage recruitment processes:
- Advise hiring supervisors/managers on EIPS recruitment processes, and in developing strategies and plans.
- Review staffing requests and ensure appropriate hiring approvals are received.
- Create effective recruitment postings and advertisements.
- Review and screen applications with the hiring manager.
- Plan and schedule interviews, prepare interview materials, and arrange interview logistics.
- Facilitate and support the interview and reference check processes.
- Facilitate negotiations with the top candidate and advise on pre-hire document requirements including criminal record check and vulnerable sector check.
- Prepare contracts and offers of employment using templates and customize as needed.
- Close the recruitment file.
- Serve as the primary HR for contact recruiting substitute teachers and substitute support staff in schools.
- Support hiring managers, ensure recruitment workflow proceeds as planned, and address any issues as needed.
- Facilitate the onboarding and orientation process for new hires.
- Ensure successful candidates submit the required new hire documents in a timely manner.
- Assist potential and successful candidates with HR inquiries and related issues.
- Maintain a high level of integrity, professionalism and discretion in dealing with confidential and sensitive information.
Recruitment Strategies and Sourcing
- Advise supervisors on staffing matters and HR best practices for recruitment.
- Ensure compliance with related legislation including Human Rights, Privacy, Labour and Employment Standards, collective agreement, and EIPS administrative procedures.
- Source and attract candidate applications using various methods and sources (social media, job sites, professional sites, etc.).
- Establish internal and external contacts for candidate referrals and help maintain a strong candidate pool.
- Collaborate with Communications on developing recruitment messaging, career fair campaign materials and strategy, and targeting candidates for hard-to-fill positions.
- Organize and attend job fairs as an EIPS representative and ambassador.
- Recommend improvements to recruitment and onboarding processes for efficiency and to help attract and retain candidates.
- Advise internal and external stakeholders on the EIPS applicant tracking system and HRMS.
- Assist in updating job questionnaires to ensure effectiveness and consistency across EIPS.
Training and Administration
- Provide input into the annual EIPS recruiting plan and recruiting budget.
- Respond to employee inquiries related to staffing processes, troubleshooting application issues, and general terms of employment.
- Facilitate and collaborate on professional learning presentations for candidates and EIPS supervisors, including topics such as resume writing, interview preparation, career development, recruitment best practices, administrative procedures, and use of applicant tracking systems.
- Prepares statistical reports from HRMS and other projects as assigned.
- Support or participate in various HR department and division initiatives and workplace activities.
- Engage in professional development on an ongoing basis including the use of emerging technologies.
Record Management
- Manage recruitment records, files and documents, ensuring access to information and compliance with administrative procedures and relevant legislation such as the Access to Information Act (ATIA) and the Protection of Privacy Act (POPA).
- Identify recruitment records eligible for disposal, complete records disposition requests, and dispose of records as per administrative procedures and applicable legislation.
QUALIFICATIONS
Education
Minimum Required: Certificate or Diploma in Human Resources or related field.
Preferred:
- Registered Professional Recruitment (RPR) Designation.
- Post-secondary degree in business or in a related area.
Experience
Minimum Required: 0-3 years of related experience
Preferred:
- 3 years of experience within a school division
- 1 year of supervisory experience.
Knowledge, Skills and Abilities
Minimum Required:
- Knowledge of recruitment best practices, procedures, and applicable legislation.
- Excellent verbal and written communication skills.
- Excellent interpersonal skills and ability to establish collaborative working relationships with internal and external stakeholders.
- Strong judgment and problem-solving skills.
- High level of integrity, business professionalism and discretion in dealing with confidential and sensitive information.
- Ability to successfully work in a team environment as well as independently with minimal supervision.
- Strong organizational and time management skills to prioritize activities, changing deadlines, and multiple demands.

- Project planning and coordination skills.
- Demonstrated ability to deal with a variety of complex and sensitive issues professionally and in a timely manner.
- Knowledge of records management principles including the Access to Information Act (ATIA) and Protection of Privacy Act (POPA).
- Proficient in Microsoft Office Suite and web-based applications.
Prefered: Working knowledge of applicant tracking systems (ATS) and Human Resources Management Systems (HRMS).
