This position is eligible for a hybrid work model. When attending an event or meeting in person, your primary office location will be based out of City Hall located at 426 Brant St, Burlington, ON. Work location is subject to change at the discretion of the City due to operational demands. Effective September 2027 this role will be required to be on site 50% of the time each month.
Position Overview
Reporting to the Director, Engineering Services, this position provides leadership and oversight of the planning, design, construction, and lifecycle management of complex and high‑profile corporate facility assets. The role is responsible for the development and execution of a comprehensive corporate facilities asset management program, ensuring facilities are safe, sustainable, fiscally responsible, and aligned with organizational service delivery needs. The position leads a multidisciplinary team of project management, asset management, and technical professionals while fostering strong cross‑departmental relationships to inform long‑term capital strategies, annual renewal programming, and operational integration.
Responsibilities
- Provide leadership to a multidisciplinary team delivering facility master planning, asset management, capital project management, space planning, energy management, and corporate maintenance functions.
- Lead development and continuous improvement of the City’s corporate facility asset management program, ensuring alignment with O. Reg. 588/17 and integration of lifecycle strategies, risk assessments, and levels of service.
- Oversee planning, design, and construction of facility renewal, renovation, and new-build projects, maintaining corporate facility design standards, sustainability guidelines, and procurement specifications.
- Develop multi‑year capital forecasts, prioritize investments, and manage section operating and capital budgets, business cases, and funding strategies.
- Maintain strong working relationships with service areas to understand operational needs, support accommodation planning, and integrate operational considerations into annual capital programming.
- Ensure corporate facilities comply with applicable regulations (OBC, OFC, AODA, environmental and safety standards) and lead risk identification and mitigation related to facility assets.
- As a key member of a cross-functional corporate security team, ensure that facilities meet established standards for security system design and installation, and lead capital planning and budgeting for related projects.
- Oversee contract administration, procurement processes, consultant and contractor performance, and corporate maintenance agreements.
- Lead modernization of facility asset management tools and systems (e.g., CMMS, capital planning platforms, energy management systems), and manage performance monitoring, metrics, and reporting.
- Prepare reports and presentations for senior leadership, committees, and Council on facility condition, asset management initiatives, capital program performance, and strategic planning.
- Support departmental strategic initiatives and champion continuous improvement, innovation, and change management within the section.
- Leads the development and continuous improvement of section business processes, procedures and tools.

Requirements
- Completion of a University Degree in Architecture, Mechanical Engineering, Civil Engineering, or related discipline.
- Licenced Architect (OAA) or Professional Engineer (PEO) designation(s) are preferred.
- Project Management Professional (PMP) certification, and/or asset management certifications e.g. Certified Asset Management Professional (CAMP), or Certified Asset Management Assessor (CAMA) is considered an asset.
- Over seven (7) up to ten (10) years of progressive experience in capital delivery and facility asset management and leadership of multi-disciplinary teams.
- Demonstrated success managing complex, high-profile capital projects and developing strategic facility or asset management programs.
- Strong competencies in leadership, political acuity, strategic communications, stakeholder relations, and interdepartmental collaboration.
- Knowledge of relevant codes, regulations, and industry best practices including Ontario Building Code, AODA, Environmental Legislation, LEED,O. Reg. 588/17.
- Ability to travel between sites and City facilities; must provide own transportation.
