Role
The Executive Director**,** Capital Markets plays a pivotal role in managing cash resources for the Government of Alberta including financing and investment activities. As a member of the Treasury and Risk Management division’s executive management team, the Executive Director, Capital Markets will participate in the development and execution of debt, short-term investment and cash management strategies that will ensure the division meets its goals of prudently managing the Province’s cash and debt.
Reporting to the Assistant Deputy Minister, Treasury and Risk Management, you will lead a team of professionals responsible for the development and execution of the borrowing program used to finance the Province’s capital plan and provincial corporations. Your accountabilities will include implementing the Province’s borrowing program, overseeing investment policy development and reporting for the Province’s endowment funds, including the Heritage Fund. You will ensure effective management of cash resources, recommend investment policy and analyze the performance of endowment and investment funds. In addition, you will provide advice and treasury services and work with other departments, corporations and agencies on programs and strategies requiring in-depth financial expertise.
In this role, you will contribute to divisional planning and implementing divisional and departmental initiatives and collaboratively manage relationships with the Province’s Crown Agencies and other provincial corporations, to develop and implement appropriate financing and financial risk management strategies. Building and maintaining effective relationships with financial institutions and investors around the world will be critical to your success.
Qualifications
Your background includes extensive senior management experience in financial management with a solid understanding of debt capital markets and fixed income/foreign exchange financial derivatives markets as well as financial management and control, including cash management, banking, loans, debt instruments and financial derivatives. Knowledge of government’s financial systems and procedures and expertise in investment portfolio construction and the development of investment policies, ideally within public sector or government environments would be asset.
Demonstrated leadership and interpersonal skills with an ability to manage a number of concurrent activities will be key in leading and mentoring teams and working effectively with external parties, internal stakeholders and financial market participants. Excellent negotiating and influencing skills as well as problem solving and decision-making abilities will support your success.
A related post-secondary education is required; graduate degree preferred. Chartered Financial Analyst (CFA) Certified Treasury Professional (CTP), Chartered Professional Accountant (CPA), or an equivalent designation is strongly preferred.
Salary
This Executive Director position offers a salary range of $5,234.94 – $6,879.68 biweekly.
Depending on candidate qualifications a salary modifier of up to 20% may be applicable. Modifiers are temporary in nature and subject to annual review.
