As the Stormwater Pollution Prevention Specialist, you will be the technical lead responsible for the planning, delivery and compliance of stormwater pollution prevention initiatives for the Water Utility and The City, including but not limited to Industrial/Commercial/Institutional (ICI) customer and erosion and sediment control (ESC). In this role, you will inspect existing operating businesses to support compliance efforts and work with site personnel to achieve regulatory adherence. Primary duties include:
- Develop and enhance stormwater pollution prevention compliance programs to manage environmental risk, using educational and compliance approaches.
- Investigate, evaluate, and recommend actions to address complex stormwater pollution issues.
- Provide City wide subject matter expertise related to stormwater pollution prevention and ESC.
- Provide technical oversight, mentoring and leadership regarding ESC Plans, conduct inspections and issue inspection reports and remedial orders and corrective actions, review water quality data, and provide evidence for enforcement.
- Plan, coordinate and delegate response actions for water quality emergencies to mitigate regulatory risk.
- Coach and mentor team members as a subject matter expert on ESC reviews and field inspections.
Qualifications
- A degree in Environmental Science, Chemistry, Biology, Ecology, or a related field and at least 3 years of related experience; OR
- A completed 2 year diploma in Environmental Science or related field of study with a professional certification, such as Certified Professional in Erosion & Sediment Control (CPESC), Certified Professional in Stormwater Quality (CPSWQ), or Environmental Professional and at least 5 years of relevant experience.
- A valid Class 5 Driver's License (or provincial equivalency) with no more than 6 demerits OR a Class 5 Graduated Driver's License (GDL) with no more than 4 demerits, and no current charges or suspension pending is required.
- For applicants with a degree, a professional certification such as Certified Professional in Erosion & Sediment Control (CPESC), Certified Professional in Stormwater Quality (CPSWQ), or Environmental Professional is an asset.
- Experience in supporting industries, businesses, and institutions to comply with municipal, provincial, and federal environmental regulatory requirements related to protecting storm infrastructure, the environment, and our rivers is essential.
- Comprehensive, applied knowledge of stormwater systems and stormwater management, as well as stormwater pollutant categories, pollutant sources, water quality analysis, and pollutant source control and removal practices are assets.
- Knowledge of soil loss estimation modeling, ESC or stormwater pollution prevention and ESC design for construction projects is an asset.
- Previous experience with 311, POSSE, GIS and Survey123, and compliance training is an asset.
- The successful candidate will possess: demonstrated technical expertise in inspections and compliance, strong communication and coaching skills, a customer-focused approach, and the ability to work effectively both independently and within a team environment.
Pre-employment Requirements
- Must obtain a City of Calgary operator's permit.
- Successful applicants must provide proof of qualifications.
Pre-employment Drug Test: An offer of employment for this position will be conditional on an applicant passing a pre-employment drug test. This test assesses for use of drugs including cannabis. Failure to pass a pre-employment drug test may prevent an applicant from being hired into any safety sensitive position for a period of up to twelve months.
