##Qualifications
MINIMUM FORMAL EDUCATION/TRAINING:
- Undergraduate degree in Human Resource Management, Business Administration, or a related field required.
- A professional HR designation (e.g., CPHR) or progress toward completion is preferred.
EXPERIENCE:
- Minimum of 5 years of progressively responsible human resources experience in a complex organizational environment is required.
- Demonstrated experience providing HR advice and guidance to leadership on employment matters including policy interpretation, employee relations, and workforce management required.
- Experience interpreting and applying collective agreements and employment policies in a unionized environment is required, agreements such as UMFA, AESES, CUPE, and Other Academics is preferred.
- Experience supporting faculty or academic employment processes governed by collective agreements or similar academic workforce environments is required.
- Experience leading or coordinating recruitment governance, workforce planning initiatives, and organizational change in a complex operational environment is required.
- Demonstrated experience supervising staff and coordinating HR operational workflows is required.
- Experience managing complex or sensitive employee relations matters, including performance management, attendance management, and workplace issues in consultation with central HR or equivalent advisory bodies are required.
- Experience working within a large, operationally centralized organization or academic institution is required.
- Experience working with HRIS systems, recruitment platforms, and payroll systems is required.
- Comprehensive knowledge of human resource management principles, employment practices, and workforce management strategies is required.
- Strong knowledge of collective agreements, employment legislation, and HR policy frameworks is required.
- An acceptable equivalent combination of education and experience may be considered.
SKILLS AND ABILITIES:
- Strong written and verbal communication skills are required.
- Proficiency with HR information systems, recruitment platforms, and Microsoft Office applications required.
- Demonstrated ability to interpret policies and collective agreements and provide sound HR advice to leadership is required.
- Strong leadership skills with the ability to supervise staff, provide coaching and guidance, and coordinate HR operations across multiple units are required.
- Excellent interpersonal and communication skills with the ability to build effective relationships with senior leadership, supervisors, faculty, and staff is required.
- Demonstrated ability to manage complex HR matters requiring sound judgment and risk awareness is required.
- Strong organizational and analytical skills with the ability to manage competing priorities in a complex and fast-paced environment is required.
- Ability to develop and implement HR operational improvements and workforce management strategies is required.

##Key responsibilities
- Serves as the senior professional authority on human resources matters within the College of Nursing.
- Reviews and approves HR documentation, recruitment strategies, and employment offers to ensure compliance with University policies and collective agreements.
- Establishes HR procedures and operational standards to ensure consistent employment practices across administrative units.
- Provides leadership and operational authority for human resource services within the College and advises the Dean’s Office, academic leadership, and supervisors on employment matters including recruitment, workforce planning, employee relations, and HR policy interpretation.
- Interprets and applies University of Manitoba policies, procedures, and collective agreements (UMFA, AESES, CUPE, and Other Academics) and provides authoritative guidance to College leadership on employment matters.
- Ensures HR practices across the College are consistent with University policies, collective agreements, and employment legislation.
- Represents the College in consultations with Central Human Resources, the Human Resources Service Centre, and Central Payroll on matters related to HR governance, policy interpretation, and complex employment matters.
- Advises the Dean on organizational structure considerations and staffing models affecting administrative and academic operations.
- Advises the Dean and academic leadership on faculty employment processes governed by the University of Manitoba Faculty Association (UMFA) collective agreement, including recruitment, appointments, and contract administration.
- Supports the Dean’s Office and academic leadership in faculty recruitment processes in collaboration with Central Human Resources.
- Provides guidance on faculty appointment procedures, contract administration, and employment documentation.
- Ensures faculty employment practices comply with University governance frameworks and collective agreement provisions.
- Serves as the College’s HR resource for questions related to faculty employment processes and policies.
- Monitors staffing patterns and workforce trends and advises the Dean and College leadership on workforce planning strategies to support academic program delivery, operational needs, and long-term staffing sustainability.
- Oversees recruitment processes across the College and ensures compliance with University hiring policies and procedures.
- Advises supervisors and administrative leadership on recruitment strategies, position classifications, appointment types, and compensation considerations.
- Reviews and approves job descriptions and recruitment documentation prior to submission to Central Human Resources.
- Supports workforce planning initiatives related to cyclical hiring requirements and program growth.
- Advises supervisors and College leadership on employee relations matters including performance management, attendance management, workplace concerns, disciplinary processes, and interpretation of collective agreements and University employment policies.
- Supports the resolution of workplace issues by providing HR advice and coordinating with Central Human Resources as appropriate.
- Promotes consistent HR practices across administrative units within the College.
- Provides oversight of HR operational processes including recruitment administration, employment documentation, onboarding coordination, and payroll administration, ensuring activities are completed accurately and within required timelines.
- Identifies opportunities to improve HR procedures, documentation standards, and operational workflows within the College.
- Participates in College planning initiatives and provides HR input related to workforce management and operational effectiveness.
- Provides direct supervision to the HR & Payroll Coordinator and HR & Payroll Assistant.
- Assigns work priorities and monitors workflow across HR operations to ensure recruitment and payroll transactions are completed accurately and in a timely manner.
- Provides coaching, guidance, and training to HR & Payroll staff to support effective service delivery.
- Maintains consistent HR & Payroll procedures and documentation standards within the College.
- Other duties as assigned.
