SUMMARY OF DUTIES Reporting to the Manager, HR Technology & Analytics, the Training Lead will support the implementation of the enterprise Time & Attendance system (UKG Pro WFM) in terms of end-to-end training strategy, planning, and its execution. The role is responsible for designing, developing, and delivering the end-to-end training strategy and program to support successful adoption of the enterprise Time & Attendance system (UKG Pro WFM) across the City and its affiliates. This includes training needs analysis, curriculum design, content development, delivery planning, and evaluation of training effectiveness. The Training Lead will work closely with the Organizational Change Management (OCM) Lead, HR, Payroll, IT, departmental stakeholders, unions (as applicable), and the Implementation Partner to ensure successful transition and sustained adoption of the new system and processes. GENERAL DUTIES
Lead the development and execution of the training strategy, framework, and roadmap for the enterprise Time & Attendance system (UKG Pro WFM). Conduct comprehensive training needs assessments across business units to identify role-based learning requirements including functional and technical admins, managers, and frontline employees. Design and develop training curriculum, materials, and job aids, including instructor-led training, e-learning modules, quick reference guides, and system simulations. Work collaboratively with HR, Payroll, IT, Subject Matter Experts (SMEs), and Implementation Partner to translate system functionality (time entry, approvals, scheduling, absence management, etc.) into effective learning and user-friendly content. Develop and manage a training delivery plan, including scheduling, logistics, resource coordination, and rollout strategy across the City and its affiliates. Deliver or oversee delivery of training sessions, including train-the-trainer programs, classroom sessions, and virtual learning environments. Ensure training content aligns with policies, collective agreements, compliance requirements, and operational practices. Collaborate closely with the Organizational Change Management (OCM) Lead to align training with change management strategies, communications, and readiness activities. Establish and track training metrics and KPIs, including training effectiveness, participation, completion rates, knowledge retention, and user proficiency. Conduct training evaluations and gather feedback to continuously improve learning effectiveness and materials. Support organizational readiness and adoption efforts by reinforcing key messages and ensuring employees have the knowledge and tools required to transition successfully. Maintain training documentation repository and ensure content is current, version-controlled, and accessible. Provide post-go-live support, including refresher training, onboarding materials, and continuous learning resources. Coordinate training resources, including internal facilitators and external vendors. Collaborate with project management, OCM Lead, and project team to ensure training activities are aligned with overall project timelines and milestones. Participate in project planning, status reporting, and governance activities to ensure training milestones are integrated within overall project plans. Perform other duties as assigned which are directly related to the responsibilities of the position. QUALIFICATIONS University Degree in Education, Human Resources, Organizational Development, Business Administration, or related discipline, or an equivalent combination of education and relevant experience. Considerable experience in training development and delivery for enterprise system implementations, preferably HR systems such as UKG Pro WFM, Kronos, or equivalent Time & Attendance solutions. Demonstrated experience designing and delivering large-scale, role-based training programs for complex organizations (3000+ users preferred). Strong understanding of workforce management processes, including timekeeping, scheduling, absence management, and payroll-related functions. Experience working within municipal, public sector, or unionized environments, with understanding of collective agreements and operational workforce needs, is strongly preferred. Demonstrated ability to develop instructional design materials using best practices in adult learning principles and methodologies. Experience delivering training through multiple channels, including instructor-led, virtual, and e-learning platforms. Familiarity with learning management systems (LMS) and digital learning tools is preferred. Excellent stakeholder engagement, facilitation, communication, writing, and presentation skills, with the ability to explain complex concepts in a clear, concise, and engaging manner to diverse audiences. Demonstrated knowledge and skills in business process analysis and business process mapping. Strong organizational and project coordination skills, with the ability to manage multiple training activities simultaneously. Experience measuring and reporting on training effectiveness, readiness, and adoption metrics. Strong collaboration skills with the ability to work effectively with cross-functional teams and subject matter experts. Proven ability to build, manage and foster a team-oriented environment. Has the ability to develop, maintain, strengthen and repair partnerships with others inside or outside of the organization to elicit cooperation.
