Community Care City of Kawartha Lakes is seeking a dynamic and collaborative leader to join our team as the Full-Time Program Manager, Personal Support Services.

Reporting to the Director of Community Support Services, the Program Manager is responsible for the leadership, coordination, and continuous improvement of Personal Support Services and related community-based supports. Working closely with internal teams and community partners, the successful candidate will help strengthen integrated service delivery with the shared goal of supporting individuals to safely return to and remain in their homes longer.

WHAT YOU WILL DO:

In collaboration with the Community Support Services leadership team, the Program Manager will:

Provide leadership to program services:

  • Provide leadership and operational oversight for Personal Support Services programs to ensure service delivery meets or exceeds organizational and professional standards.

  • Lead the planning, implementation, evaluation, and continuous improvement of programs and services in response to community needs, emerging trends, and best practices.

  • Provide effective financial and service level management in Personal Support Services, inclusive of contribution to the development of operating budgets and accountability to scorecard results.

  • Promote a culture of accountability, collaboration, innovation, and client-centered care.

Team Leadership & Development

  • Recruit, support, coach, and retain a high-performing and engaged team.

  • Foster an inclusive and respectful workplace culture that values diversity, open communication, continuous learning, and professional development.

  • Provide ongoing performance feedback, mentorship, and support to staff to strengthen team effectiveness and service quality.

Community Collaboration

  • Develop and maintain strong partnerships with community organizations, healthcare providers, and stakeholders to support coordinated and integrated service delivery.

  • Participate in collaborative planning initiatives and identify opportunities to strengthen community supports and client outcomes.

  • Provide effective financial and operational management for Personal Support Services programs.

  • Contribute to the development and monitoring of operating budgets and service targets.

  • Monitor program performance, quality indicators, and scorecard outcomes to support organizational accountability and continuous improvement.

KEY COMPETENCIES REQUIRED FOR THIS POSITION

  • RPN certification

  • A degree in Business Administration or Health Care Administration

  • 2–3 years of management experience in a health care or social services environment, or an equivalent combination of education and experience

  • Knowledge of gerontology, geriatrics, seniors’ service needs, provincial health and social service systems, employment and health & safety legislation, and community resources within the City of Kawartha Lakes

  • Proficiency in computer applications including word processing, spreadsheets, databases, and the ability to learn agency-specific software

  • Strong organizational, budgeting, purchasing, coaching, staff development, communication, collaboration, problem-solving, conflict resolution, decision-making, and change management skills

  • Demonstrated emotional intelligence, cultural humility, self-awareness, critical thinking, attention to detail, and continuous learning agility

COMPENSATION:

The wage range for this exciting opportunity is $36.03- $39.44 per hour. Selected candidates will be appropriately placed on the organizations wage grid based on skill, knowledge and experience.

Compensation includes:

  • Employer provided health and dental benefits

  • 5% RRSP Employer Contribution after one (1) year of full time service

  • Sick benefits (including two emergency days and a personal day)
