The Saskatchewan Apprenticeship and Trade Certification Commission (SATCC) is seeking a self-motivated and analytical Program Consultant to lead research, evaluation, and strategic planning initiatives. Reporting to the Manager of Research and Client Services, this role supports SATCC’s strategic direction through policy research, program evaluations, performance measurement, and statistical analysis.
Key responsibilities include:
- Implementing the SATCC research plan and conducting data analysis for performance reporting;
- Leading evaluations of apprenticeship and interprovincial initiatives;
- Monitoring national and international trends in skilled trades and advising senior leadership;
- Supporting strategic and business planning, annual reporting, and privacy compliance (FOIP and HIPA);
- Contributing to governance activities such as board documentation and appointments; and
- Preparing materials for board discussions, ministerial briefings, and stakeholder reports.
This role requires proficiency in Excel and statistical software, and the ability to manage a varied workload while balancing stakeholder interests. The Program Consultant plays a critical role in shaping SATCC’s policy and program direction through evidence-based insights and responsive strategies.
Qualifications and Skills:
The ideal candidate will bring strong analytical, research, and policy development expertise, with the ability to:
- Conduct comprehensive analysis of complex issues including demographic, labour market, and apprenticeship trends;
- Develop strategic research plans aligned with SATCC’s mandate and goals;
- Apply statistical, analytical, and forecasting methodologies using tools such as Excel, databases, and research software;
- Manage multiple projects through all stages, balancing shifting priorities and tight deadlines;
- Communicate clearly and persuasively with diverse audiences, both in writing and verbally;
- Build effective relationships with internal and external stakeholders to support collaborative solutions; and
- Work independently and as part of a team to deliver results and inform strategic decision-making.
Typically, the knowledge and skills required for this job are acquired through post graduate level studies or an equivalent combination of education and related experience.
