About INGUIDE

INGUIDE is a comprehensive, evidence-based, and up-to-date training program for guideline recommendation and development. It is the product of a joint partnership between leaders in the field of guideline development – Guidelines International Network (GIN), a global network of guideline producing organizations and guideline participants, and world-renowned experts in guideline research, development and implementation at McMaster University’s Department of Health Research Methods, Evidence, and Impact.

Job Summary

The Program Operations & Quality Manager oversees the full operational, financial, quality, and strategic management of the INGUIDE Program. The role provides leadership across program delivery, ISO-certified quality systems, partnerships, interest holder engagement, and program development. This position operates with a high degree of independence and decision-making authority, representing the program at senior levels internally and externally. The manager will report to the Associate Professor and an INGUIDE Director.

Key Responsibilities

Program Operations Leadership

  • Oversees and manages day-to-day operations of the INGUIDE Program with full responsibility for planning, coordination, execution, and monitoring.
  • Leads cross-functional workflows spanning program delivery, instructors, administrators, contractors, and international partners.
  • Ensures optimal delivery of all courses (online, hybrid, in-person) and alignment of operational processes with program goals.
  • Serves as the primary point of contact for all program logistics, operational decisions, and troubleshooting.

Quality Management & ISO Leadership

  • Leads, maintains, and improves the INGUIDE ISO 9001:2015 Quality Management System, acting as the program’s quality lead.
  • Performs the internal audit annually, document results, oversee corrective actions, and update all SOPs and quality documents.
  • Serves as the main counterpart to the external ISO auditor, coordinating audit schedules, presenting evidence, responding to findings, and ensuring compliance.
  • Ensures processes meet ISO requirements and oversee recertification schedules, surveillance audits, and quality improvement planning.
  • Tracks, analyzes, and reports performance metrics to support continuous improvement.

Budget, Finance, and Contract Management

  • Develops, manages, and monitors the full program budget, including forecasting revenue, monitoring expenditures, and aligning financial strategy with long-term sustainability.
  • Advises Program Directors on financial risks, resource needs, repayment of investments, and revenue planning.
  • Negotiates and coordinates contracts, license agreements, and vendor relationships.
  • Reviews and approves payments for instructors, contractors, and service providers.

Team Leadership & Supervision

  • Provides technical and functional supervision to program staff, including Administrative staff, Project Coordinator staff, a Pedagogy Specialist (contractor), and Instructor teams (assignment of sessions, workload distribution, approvals of payments).
  • Manages workload distribution, prioritizes tasks, provides guidance, supervises deliverables, and ensures operational productivity.
  • Approves contractor timesheets and invoices; oversees planning and performance of program staff.

Interest Holder Engagement & Representation

  • Represents INGUIDE at a senior level with: Ministries of Health, Professional associations, Academic partners, Government bodies, WHO, GIN, and other institutions
  • Serves as the main communication bridge with external organizations, including negotiation, progress reporting, and partnership development.
  • Leads communication with the GIN Board of Trustees, the internal Advisory Board, and external groups, committees, and experts.

Strategic Direction & Program Development

  • Contributes directly to program strategy, planning, and direction-setting in collaboration with the Program Directors.
  • Develops new products, modules, and initiatives; pitches proposals to advisory bodies; leads implementation upon approval.
  • Participates in high-level decision-making and shapes long-term program growth trajectories.
  • Drives innovation in course offerings, international expansion, and strategic partnerships.

Risk Management, Compliance & Governance

  • Identifies operational and strategic risks; develops mitigation plans; monitors risk evolution.
  • Ensures compliance with legal, regulatory, University, and ISO requirements.
  • Oversees data protection, confidentiality, and ethical conduct of program activities.

Reporting, Evaluation & Continuous Improvement

  • Prepares regular reports to Program Directors, the GIN Board of Trustees, and advisory committees.
  • Evaluates performance indicators, analyzes participation data, and tracks financial and operational metrics.
  • Recommends improvements based on evaluation results and stakeholder feedback.

Qualifications

Education

  • Master's degree in Health Sciences or related field.

Experience

  • Requires 4 years of relevant experience, including one year of supervisory experience.
  • Ability to demonstrate a high degree of commitment, organization, and motivation to deal with multiple responsibilities and a high volume of work.

Skills and Competencies

  • Strong leadership, problem-solving, and communication skills
  • Extensive knowledge of program management and administration in health education or related field.
  • Ability to manage a quality management system.
  • Proven ability to manage program finances and service contracts.

Pay Transparency Statement

The posted hiring range represents McMaster's typical hiring range for this position. Actual starting salary will depend on factors such as relevant experience, qualifications, internal equity, and market conditions.

Individuals with extensive experience, deep specialized expertise, and/or those who can demonstrate exceptional past performance, as applicable, may be hired at a higher rate within the full range, in accordance with the University compensation policies.
