Job Summary

Campus and Community Planning serves as the "City Hall" for UBC. The Senior Policy Analyst leads diverse policy initiatives related to this role, including land use, housing, service delivery, development regulations, sustainability, local governance, and municipal-like funding and financing tools. The best fit for this role is a strategic thinker who understands the big picture with attention to detail. The work involves identifying issues, conducting research and analysis, and developing recommendations and proposals for consideration by the University’s senior executives and Board of Governors. It includes complex and sensitive information that must be communicated clearly and sometimes under challenging time constraints. The Senior Policy Analyst reports to the Director, Strategic Policy, and works closely with senior colleagues across the department, university and external groups. The role is an exciting opportunity to help shape UBC's local governance and strengthen stewardship of the University's land.

Organizational Status

This position reports to the Director, Strategic Policy and leads work across C+CP units on policy related to infrastructure, sustainability, community development, permitting, planning and design. The position works closely with staff and leadership from various UBC departments (eg Finance, Energy and Water Services), UBC Properties Trust, the University Neighborhoods Association, Okanagan Campus Planning, and other internal and external stakeholders, as necessary.

Work Performed

Lead policy development on local government administration, municipal service models, development regulations, program delivery and finance.

Manage a variety of policy projects across Campus and Community Planning through the whole project cycle—including conducting research and needs assessment, developing policy recommendations and proposals, leading stakeholder engagement, preparing project plans and timelines, and being responsible for the implementation—on regulatory issues, land use policy, Indigenous engagement, sustainability, and other related areas.

Direct cross-departmental project teams and consultant work to lead research and analysis in the development of policy proposals. This includes preparing draft plans and policies, and providing advice, information and effective interpretation of policies and procedures. Identify and analyze policy options and recommend policy alternatives.

Monitor and evaluate policy initiatives in collaboration with C+CP leadership and other university staff.

Monitor external land use and local government policy to proactively identify issues and risks for UBC.

Provide technical economic and financial analysis of new and existing policies.

Oversee the complex and evolving set of agreements between UBC and the University Neighbourhoods Association, including annual budgeting, developing recommendations for financial approvals, and communications with the UNA.

Maintain ongoing relationships across UBC and with the University Neighbourhoods Association on issues related to local governance and service delivery.

Manage UBC's multi-million-dollar Infrastructure Impact Charges and Community Amenity Charges program, including developing annual spending plans, identifying project priorities with UBC and external stakeholders, developing recommendations for UBC leadership and Board of Governors approval, and administering financial approvals for implementation.

Monitor multiple UBC and UNA budgets to ensure compliance with policies and contract commitments.

Research municipal best practices and participate in the development of benchmarks and standards.

Maintain relationships with a variety of internal and external stakeholders.

Clearly communicate complex information, graphically and in writing.

Prepare and present briefing documents and reports for senior executive and the Board of Governors.

Conduct other research in support of Campus and Community Planning policy work.

Consequence of Error/Judgement

This role leads analysis and policy development on complex issues related to local governance, service delivery and administration. It also acts with independence and maintains important external relationships to advance UBC’s priorities. It requires strong professional judgment in providing information to UBC’s leadership on a variety of matters which impact the relationship with important campus stakeholders. Errors in the role could have serious negative financial, legal and reputational impacts for UBC.

Works independently under the general direction of the Director, Strategic Policy. Collaborates with other department and university leadership on a regular basis.

Manages and supervises consultant and technical work. May supervise students or subordinates.

Minimum Qualifications

Undergraduate degree in a relevant discipline. Eligibility for membership in a professional Institute or Association. Minimum of six years of related experience, or the equivalent combination of education and experience.

Preferred Qualifications

Graduate degree in a relevant specialization, including public policy, public administration, or community and regional planning.

Knowledge of BC local government administration, including legal, planning, service delivery, regulatory and financial frameworks.

Experience conducting research, analyzing information, articulating alternatives, drawing conclusions, and making practical recommendations to senior decision makers on complex problems.

Strong financial analytical abilities demonstrated through a combination of education and experience.

High level of attention to detail and exceptional organizational skills.

Experience in project management, including ability to originate, coordinate and lead projects of various lengths and complexities.

Exceptional oral and written communication, presentation, facilitation and interpersonal skills.

Ability to work collaboratively with diverse teams.

Ability to work under pressure, prioritize effectively, and meet deadlines.
