Join our team as the Procurement Manager, where you will be a strategic partner in aligning priorities to deliver timely procurement services across the Integrated Infrastructure Services (IIS) Department.

The Corporate Procurement and Supply Services Branch serves as the centralized area for procurement and supply chain management within the City of Edmonton. We establish corporate policies and standards to ensure the efficient delivery of essential business services, including procurement, contract management, inventory management, distribution, mail processing, and asset recovery.

Reporting to the Director, Procurement, the Procurement Manager will lead a team of Buyers and Senior Buyers to support the IIS Department in procuring the design and delivery services for major infrastructure projects in the City of Edmonton. The IIS department is responsible for delivering more than $7 billion in infrastructure over the next few years.

What will you do?

  • Oversee a team of procurement professionals that perform the full-cycle of procurement activities for City Departments, which may range from office supplies, to consulting services, to equipment and parts, to major infrastructure projects, such as recreation centres and LRT construction
  • Coach and mentor staff, seek and implement continuous improvement opportunities and ensure adherence to all processes and activities required in order to provide a high quality service that supports the necessary business objectives
  • Continue to establish and review policies, procedures and internal controls to ensure the efficient and effective provision of service and to protect the City's interest with respect to procurement practices
  • Support implementation of sustainable procurement policy by proactively aligning procurement team's work processes with policy goals to achieve positive ethical, environmental, Indigenous, and social outcomes
  • Collaborate both internally within the Branch, corporately with multiple City departments, and with external partners, industry associations and peer organizations to develop governance practices and business processes
  • Keep informed of emerging procurement models/trends and champion change in order to implement public procurement best practices
  • Continue to build healthy and positive work environments that enable the team to reach their potential while strengthening organizational capacity
  • Anticipate business opportunities, influence policy, planning and initiatives, and foster a culture of accountability through data, performance measurement and evaluation
  • Identify continuous improvement opportunities and develop strategies to support team development
  • Apply GBA+ to the development and review of policies, practices and frameworks to ensure equity
  • Identify issues, opportunities, trends and gaps; share best practices with the team, section and branch and provide overall quality assurance / control for the assigned procurement team

Qualifications:

  • Knowledge, training and/or education in Business Administration, Procurement, Commerce or a related field
  • Experience in a leadership role within a large, complex organization
  • Experience working in a centralized procurement environment that utilizes a variety of procurement models to deliver a wide variety of complex goods and services
  • Equivalent combinations of education and experience may be considered

Assets:

  • Supply Chain Management Professional (SCMP) and/or other related designations/certifications
  • Experience delivering procurement services for large infrastructure projects

Skills required for success:

  • Proven ability to integrate multi-disciplinary teams to work collaboratively with partners supporting corporate priorities
  • Strategic thinking to address large, complex issues, and manage emergent projects while steering dynamically
  • Understanding of complex municipal subject matter with the ability to build influential relationships with external agencies, orders of government, community organizations, and internal departments and branches
  • Strong political acumen, strategic planning, issue resolution and decision-making skills
  • Proven ability to present complex ideas to diverse audiences, build positive relationships and establish clear expectations

Conditions of Employment and Work Environment:

  • 1 permanent, full-time position.
  • Hours of Work: 36.9 hours per week, Monday - Friday. This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite.
  • Salary: (Annually) $120,328.53 - $150,408.62
  • Hire is dependent on Criminal Information Check satisfactory to the City of Edmonton. There may be a cost associated with this requirement.
