Missions/Main Duties

The Utilities Manager will support with developing & providing leadership to the team on the wide range of utilities work required to be undertaken to enable the main electrification and upgrade works.

The works will be prioritized on the different corridors but with the potential to get involved across the entire network. The Utilities Manager will work closely with the Corridor Lead on the project to ensure the best outcomes for the coordinated team.

The Utilities Manager will take ownership on work packages and scope under their control, utilising their previous experience to drive a culture of best practice for health, safety, wellbeing, and quality and ensuring they achieve a good commercial footing from the development phase works.

Supports the Director in leading a multi-disciplinary team of engineering, project manager and other specialists. Proactive approach to engaging with the various delivery teams. Must understand key performance indicator monitoring and engagement, directly linked to monthly measurement criteria established. Must understand resource management, interface and constraints management. Able to manage activities with significant uncertainty of solution or outcome. Must be capable of supporting the Project Controls and Reporting Teams to maintain up to date metrics on performance across the project. Recommends and initiates change to project delivery plans, identify areas of improvement to put forward to relevant area in business and operating processes. Interacts with internal and external stakeholders to ensure that objectives are being met. Manages external relationships important for project delivery (e.g., statutory authorities). Builds and maintains networks with peer project teams and other disciplines. Supports the development and delivery of implementation plans, establishing commercially beneficial delivery models and leading on innovation & best practice.

Profile/Skills

Education

Bachelor’s degree in Civil, Electrical, Mechanical, or Construction Engineering, or a related discipline (required). Master’s degree in Project Management, Engineering, or a related field (considered an asset). Membership in the Ordre des ingénieurs du Québec (OIQ), or eligibility for registration.

Year of experience: A minimum of 10 years of experience in a similar role is required.

Technical Competencies

Strong understanding of construction methodologies, innovative project delivery methods, technologies, planning, execution, site logistics, and related commercial, legal, and contractual considerations. Strong knowledge of contractual and commercial procedures, including contract administration, change orders, claims, and compliance. Excellent command of project management principles and tools, including planning, risk management, cost control, scheduling, quality management, and change management. Knowledge of BIM, with a solid understanding of information and data management, including standards, lifecycle management, and interdisciplinary coordination. Comfortable using business technologies and standard professional software applications. Strong understanding of railway systems, associated construction methods, and regulatory requirements. Proficiency with project management software and design tools relevant to railway projects, such as Primavera P6, MS Project, CAD platforms, and collaboration tools. Excellent verbal and written communication skills in both French and English.* Reason for the bilingualism requirement: In this role, you will work with a diverse client base that includes both French- and English-speaking organizations. Bilingualism is essential to building strong relationships, understanding client-specific needs, and communicating effectively in each client’s preferred language.
