About the role
Overview:
As the Special Investigator - Physical Damage, you will be responsible and accountable for the investigation, evaluation, monitoring and management of assigned investigations to protect Manitoba Public Insurance (MPI) from financial risk and enable court preparation and testimony. The Special Investigator works in the best interest of the claimant while at the same time protecting MPI’s interest to investigate and report on fraud trends, proactively identifying concerns and opportunities for fraud. Other responsibilities include training service centre personnel in fraud awareness, identifying suspicious claims, and preparing detailed referrals.
The Special Investigator works closely with all staff within Service Centres to identify and investigate possible fraudulent claims. Once a claim is identified, the Special Investigator coordinates with independent collision analysts and/or internal departments to make a determination and complete a report. The role may also participate in court preparation and testimony.
Responsibilities:
- Investigate claims which may place Manitoba Public Insurance at financial risk. This includes:
- Using superior case management, and organizational skills to collect information from numerous sources to form an investigative plan
- Interviewing witnesses, claimants and other sources in the community. Obtaining comprehensive statements
- Review adjuster and estimator notes and all related documentation
- Review estimator and claim photos/videos if available
- Review statutory declarations and / or statements related to the claim
- Request and review police reports as applicable
- Works independently in planning and organizing investigations in order to bring to a successful conclusion.
- Ensure the investigation meets the standards for civil or criminal prosecution.
- Exercise an extremely high degree of accountability in handling of confidential information obtained during the course of the investigation.
- Prepare detailed notes
- Based on gathered evidence, prepare a comprehensive report (investigative narrative) to SIU Management which may lead to criminal charges or denial of the claim
- Work collectively in a team environment with all stakeholders. Prepare and present investigative information to Corporate Claims Evaluation Committee (CCEC)
- Provide recommendations to Service Centre Management, adjusters and estimators
- Provide professional testimony in criminal and in civil proceedings, as required.
Qualifications:
Education & Experience:
- Diploma in Business Administration or related field, plus 6 course credits towards the Insurance Institute designation, Certified Insurance Professional (CIP)
- Additional training/coursework in fraud/complex investigations is an asset.
- Six years of progressive investigative experience, with experience in adjusting, estimating, and/or investigating fraudulent or risky claims
OR
- Graduate of a recognized Canadian law enforcement program
- Five years of progressive investigative experience
- Fraud investigative experience in criminal or financial/commercial crime
Technical Knowledge and Skills:
- Working knowledge and understanding of applicable legislation, including the Manitoba Public Insurance Corporation (MPIC) Act, the Highway Traffic Act, and the Drivers & Vehicles Act, and Freedom of Information and Privacy Protection Act (FIPPA) / Personal Health Information Act (PHIA)
- Familiarity of the civil litigation process, provincial statutes, the Charter of Rights, the Criminal Code of Canada, Powers of Arrest, search & seizure, rules of evidence, Judges Rules, case law involving pertinent Court decisions is an asset
- Proven ability to handle conflict and criticism in a positive and professional manner
- Demonstrated written communication and/or note taking skills
- Effective interpersonal and communication skills
- Experience in organizing information and evidence related to an investigation and completing comprehensive reports
- Ability to handle multiple tasks simultaneously and prioritize workloads
- Work independently by planning work schedules, setting priorities and utilizing time effectively
- Knowledge and experience in the criminal court process, laying of charges, summonses, search warrants, and production orders is a definite asset
- Training in relation to Interview and Interrogation techniques with a demonstrated ability to effectively interview witnesses and charged persons is an asset
- Experience in completing monitored interviews (audio/video) is an asset
- When required, able to travel to complete investigations
- Proficiency in applicable office software (Word, Excel)
Conditions of Employment:
- Valid Manitoba Driver’s License
- Some travel within the province of Manitoba
- Access to a personal vehicle
- Baseline hearing tests are required within 70 days of placement in the position and annually thereafter.
