Infrastructure Development Lead

Job Description Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

The incumbent leads the development and execution of infrastructure development that aligns to the train service plans and timetabling for all rail and bus service offerings for GO Transit customers. Through the development and deployment of these plans, provides specifications and boundaries for infrastructure development projects, ensuring value for money alignment with strategic objectives and operational requirements.
Please note this is an M5 role with the following salary range: $108,045 - $129,009 - $149,973. (Please disregard any other range posted with this position except the M5 one above) What will I be doing?
- Lead the technical strategy and execution of train service planning and infrastructure development projects, ensuring alignment with organizational goals and industry best practices.
- Provide expert guidance on the design, construction, and maintenance of railway infrastructure, including tracks, signaling systems, electrification, and station facilities.
- Conduct detailed engineering analysis and feasibility studies to assess the technical and economic viability of proposed infrastructure improvements and expansion projects.
- Develop and implement innovative solutions to enhance service reliability, capacity, and safety, leveraging advanced technologies and engineering principles.
- Collaborate with internal and external stakeholders to integrate infrastructure projects with service planning initiatives, environmental assessments, and regulatory compliance requirements.
- Lead the review and approval of technical specifications, design drawings, and construction plans for railway infrastructure projects, ensuring adherence to industry standards and quality assurance protocols.
- Provide technical mentorship and professional development opportunities to junior staff members, fostering a culture of continuous learning and technical excellence within the team.
- Collaborate with internal and external stakeholders to integrate infrastructure projects with service planning initiatives, environmental assessments, and regulatory compliance requirements.
- Lead the review and approval of technical specifications, design drawings, and construction plans for railway infrastructure projects, ensuring adherence to industry standards and quality assurance protocols.
- Provide technical mentorship and professional development opportunities to junior staff members, fostering a culture of continuous learning and technical excellence within the team.
- Liaises with internal departments regarding operational issues or improvements, and provides subject matter expertise to management team on as required
- Develops, fosters and maintains relationships with provincial ministries, municipalities, external authorities, private companies and the public to facilitate the advancement of organizational objectives
- Establishes and maintains quality control and assurance on assigned projects; ensures deficiencies are addressed immediately and minimizes corporate liability by working with internal stakeholders to identify and manage risk and resolve escalating issues
- Drives innovation by reviewing and analyzing processes to identify gaps and opportunities for improvement
- Develop and maintain an environment of positive collaboration through strong working relationships and linkages between business units and departments; and between Metrolinx and others.
- Other duties as assigned.
What Skills and Qualifications Do I Need?
- Completion of a degree in Engineering, or a related discipline – or a combination of education, training and experience deemed equivalent
- Leadership ability to coach, mentor and manage a team of technical project professionals.
- Interpersonal and oral/written/presentation skills to liaise with all levels within the organization; to work effectively with specialists across multiple sectors
- Project management skills, including work planning, monitoring and evaluation expertise, to manage multiple projects with competing priorities and tight deadlines
- Proven leadership, interpersonal and mentoring skills with the ability to clearly articulate creative ideas and direction to staff
- Interpersonal and oral/written/presentation communication skills
