Responsibilities

PRIMARY PURPOSE

Provides senior level of counsel and advice for communications strategies, plans and activities ensuring alignment to TransLink’s corporate objectives. Develops TransLink’s public brand and reputation through internal and external communications opportunities.

KEY ACCOUNTABILITIES

Provides input to corporate strategic planning and leads strategic communications for major TransLink projects, initiatives and issues, and develops communications strategies and plans to communicate with the public, customers, employees and stakeholders.

Directs the development and delivery of communications strategies and plans, including managing contracted public relations / communications resources, and ensuring plans and deliverables integrate as needed elements of media relations, employee communications, customer communications, corporate communications, social media, government relations and community engagement.

Develops short and long-term goals and business plans and strategies to minimize risk and build TransLink’s corporate reputation. Works with the executive team on the development of strategic communications opportunities.

Researches, recommends and produces high level reports on policy analysis upon which TransLink decisions may be based. Supports the division in understanding and preparing appropriate communication plans to implement initiatives. Directs communication projects and programs of high risk, impact and sensitivity and supports in building stakeholder engagement and TransLink’s brand awareness through inventive and creative community relations strategies and special events.

Collaborates and leads communications resources in the operating companies and TransLink-related projects to ensure consistent and timely implementation of communications strategies and plans.

Develops and maintains relationships with senior internal customers and other key stakeholders ensuring department’s diverse business operations align to strategic business requirements. Oversees corporate communications calendar and provides advice and direction with respect to timing and approach for communications activities.

Acts as TransLink’s primary contact for employee communications, corporate communications, as and when needed. Attends and participates in senior level meetings to ensure that customer and employee experience and reputation of the organization is considered in decision making.

Manages and leads staff, including recruitment, selection, training, coaching, mentorship, development, performance management and all other people management practices.

Qualifications

EDUCATION AND EXPEREINCE

The requirements for this job are acquired through a university degree in communications, public relations or a related discipline, plus 8 years of progressively responsible communication management experience, ideally in the public sector.

OTHER REQUIREMENTS

Advanced knowledge of the concepts, principles, practices and techniques of strategic communications planning, internal communications, media relations, issues management, stakeholder relations and community engagement

Advanced written and oral communications including the ability to write and present communications plans, strategies and content for social media, digital, general media, employees and the general public

Solid interpersonal and relationship skills with the ability to recognize and manage key internal and external relationships with stakeholders, customers, employees, the media, and the general public.

Advanced presentation skills with the ability to build reputation, motivate, and influence communications outcomes for key internal and external audiences.

Advanced planning and organizational skills to develop and lead communications strategies, plans, and programs. Highly collaborative, to ensure alignment across internal and external audiences, with the ability to effectively motivate and drive multi-jurisdictional projects forward.

Solid problem solving, mediation and decision-making skills to carry out a key role in issues management, and to act decisively and independently in high pressure, time sensitive situations.

Solid analytical skills to provide communication analysis and recommendations for major initiatives.

Advanced leadership skills to lead communication initiatives, including those involving enterprise-wide implementation.

Other Information

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

Work Schedule

37.5 hours per week.

This is a full-time temporary position with an anticipated end date of January 30, 2027

Work Designation

Hybrid

This position offers the flexibility of working both on-site and remotely within B.C.

Rate of Pay

The salary for this position ranges from $117,600 - $176,400 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.

The Total Compensation Package, which includes Extended Health, Dental, Transit Pass and enrollment in the Public Service Pension Plan upon eligibility as well as other employment offerings will be discussed in detail as your application progresses.
