Position Summary

This position provides administrative support, coordinates initial response and

redirection of telephone enquiries, mail and provide community information.

Responsible to provide customer service as an initial corporate contact and assist in

the research, development and administration of maintenance programs, policies

and procedures in the delivery of services by the Transportation & Fleet Services

Division.

Role Specific Duties and Responsibilities

Divisional Support:

  1. Provide administrative support to the Director, Infrastructure Services,

Manager, Transportation & Fleet Services and department staff which

includes coordinating day-to-day administrative/secretarial functions,

preparing documents, correspondence and confidential material, typing, file

and plan management; processing mail and invoices; scheduling

appointments/meetings/workshops; research information as requested;

assist in preparing annual/monthly operation related reports.

  1. Assist in the research, development and administration of maintenance

programs for the operation and rehabilitation of municipal roads, bridges,

fleet, and transportation facilities, including searching and assisting with

completing applications for possible funding sources for Transportation &

Fleet Services Division programs or projects;

  1. Research and assist with the development of requests for proposal, tender or

quotation documents relating to Transportation & Fleet Services (i.e. surface

treatment, salt supply, winter sand & salt, maintenance paving, grass

cutting, materials/equipment) for specific projects and activities.

  1. Assist in coordinating asset condition assessments, analysis, and

benchmarking for the development, implementation and ongoing

maintenance of the divisions long range capital plan. Assist in the

development of long-range infrastructure plans (i.e.: Road Needs Study,

Transportation Master Plan, Fleet Replacement Program, Capital Replacement

Plan, etc.).

  1. Coordinate with GIS staff to manage the fleet tracking software to ensure

continued operation. Coordinate with Lead Hand – Maintenance Standards

and GIS staff to upload and maintain annual traffic count data.

  1. Coordinate the corporate fleet rental program and fuel management system

including monthly and annual reporting on fleet use.

  1. Perform administrative functions and provide assistance which includes:

a. accepting permits;

b. processing/distributing mail for all departments; printing faxes/emails,

distributing to applicable staff and filing as required; e-mailing

correspondence or replies as required;

c. organizing courier contact and document pickup;

d. typing documents and correspondence and associated file management,

as requested;

e. maintaining confidentiality and confidential municipal records;

f. assisting with circulations, notices and letters;

g. maintaining databases, as requested;

h. assisting in maintaining the departmental information on the Municipal

portal; and

i. providing community information.

  1. Compiles information/data and prepares monthly, quarterly and annual

reports, key performance indicators related to overtime, clothing

maintenance, corporate training, accidents, injuries, inspections and

investigations. Complete compliance monitoring of work orders and MMS

related requirements.

  1. Coordinate records management functions for Transportation & Fleet

Services in compliance with the TOMRMS system. Responsible for

determining permanent and non-permanent records and ensuring proper

filing and storage of all records.

  1. Attend staff meetings recording minutes and coordinate distribution to staff.

  2. Coordinate the purchase of corporate office supplies for the division.

Customer Service:

  1. Act as primary contact person for the Municipality in providing customer

service via counter, e-mail or telephone in responding to

enquiries/complaints. Perform initial contact screening, call redirection, and

record management of incoming calls. Maintain and promote the public

image and public relations aspect of the Municipality with integrity and

professionalism when dealing with all matters ensuring confidentiality is

maintained.

  1. Respond to inquiries and concerns from the general public related to roads,

bridges or fleet by resolving problems or referring to appropriate

staff/department/agency and recording calls through issue track database.

  1. Assist with all external inquiries and internal inquiries with regard to general

information, blue box, and garbage bag tag sales, dog tags, etc.

General Duties and Accountabilities (All Municipal Roles)

  1. Provide and maintain a high degree of confidentiality and security of

information at all times. Where information is developed prior to staff/public

release, ensure confidentiality of information provided to produce content for

Council and other sensitive information sources.

  1. Work in compliance with the Occupational Health and Safety Act, and other

applicable legislation, department policies/procedures/practices, operational

guidelines, and perform safe work practices.

  1. Perform other duties as may be assigned in accordance with department and

corporate objectives.

Required Certifications and/or Health and Safety Requirements

  • Possess a Valid Class ‘G’ Driver's Licence in good standing; possess valid CPR

and First Aid Certificates or willing to obtain.

Education, Skills and Experience

  1. Post-Secondary diploma in Business, Civil Engineering Technician or related

discipline or an equivalent combination of education and experience, and a

current membership in OACETT.

  1. Minimum 2 years’ related customer service experience preferably in a

municipal environment relating to engineering, transportation operations or

facility operations.

  1. Thorough working knowledge of Microsoft Windows and Office applications,

and office equipment.

  1. Strong skills in communication (written, oral and interpersonal),

organizational, public relations, customer service and time management.

Possess a friendly, positive outgoing personality.

  1. Ability to maintain confidentiality, be tactful in all dealings, and be self-

motivated.

  1. Ability to multi-task, to work with interruptions, and to display common

sense and patience.

Physical Demands and Working Conditions

  • Physical demand requires considerable sitting and computer usage. Working

conditions are in a standard office environment with exposure to verbal

criticism from the public.

  • Normal hours of work are 35 hours per week, Monday to Friday; attend

occasional evening meetings, as required.

  • Normal hours of work are 35 hours per week with some evening and/or

weekend attendance required to attend Council, Committee and other

meetings. Available for emergency, on-call, holidays, and shift work and

after-hours for escalated issues from on-call staff..
