The CAMH Enterprise Project Management Office (EPMO) is currently seeking a Senior Portfolio Manager for a full-time permanent position. The Senior Portfolio Manager will report directly to the Director, Enterprise Project Management Office and will be responsible for all projects and staff within the Clinical Projects portfolio.
Clinical projects typically include initiatives aimed at changing and improving clinical processes, services or care. Some of the projects will have a heavy focus on technology, while others may not be technology focused at all.
The Senior Portfolio Manager will be responsible for leadership and oversight of all projects in the portfolio, including those being managed by their direct reports as well as projects that they are managing themselves.
Project Management work will include hands-on management of deliverables across all project phases. This will include creation of documentation (business cases, requirements documents, status reports, etc.), development and execution of various plans (work plan, communication and stakeholder engagement plan, testing plan, training plan, evaluation/benefits realization plan, etc.), risk and issue identification and management, procurement activities, vendor management, resource management, and budget management.
Portfolio Management will include recruitment and management of staff, project oversight and guidance, relationship management with key stakeholders both internal and external to CAMH, involvement in relevant operational committees, annual and strategic planning, and monitoring and management of some projects in operations. In addition, the Senior Portfolio Manager will be expected to keep abreast of current state, trends, best practice, and future opportunities related to areas of focus for the portfolio.
This position will also include administrative tasks related to projects, operations and resource management.

Currently we are working in a hybrid environment with two days per week on-site and three days per week remote. On-site work would primarily be at the CAMH Queen Street site, but may occasionally require travel to other CAMH sites and/or partnering agencies. This division of time may change in the future at the discretion of project or organizational leadership.
Key Accountabilities
- The primary role of the Senior Portfolio Manager is to manage a portfolio of projects and project resources
- Leadership and oversight of all projects in the portfolio, including those being managed by their direct reports as well as projects that they are managing themselves
- Hands-on management of deliverables across all project phases
- Responsible for multiple direct reports (Project Analysts, Senior Project Analysts, Project Managers and/or Senior Project Managers) including recruitment, work assignments, performance management, and administrative management.
- Oversight and support for multiple working groups, tasks forces, and/or committees (typically large groups with senior and/or executive stakeholders groups)
- Monitoring of some projects in operations
- Vendor and contract management for portfolio
- The Senior Portfolio Manager also plays a role in departmental project planning, strategic planning and operational planning
Primary Duties and Responsibilities:
Project Management Activities:
- Working closely with the leadership team to develop the project approach/strategy and plans for implementation
- Identifying project objectives, milestones, and deliverables and working with the relevant project teams to successfully achieve them
- Hands-on work and management of deliverables across all project phases
- Risk and issue identification and management
- Stakeholder engagement and management to ensure that there is agreement to scope, approach, deliverables and budget to achieve overall success of the project
- Building effective and collaborative relationships with other CAMH teams and departments
- Developing clear and concise presentations, materials and other collateral to support communication of project status to different levels of stakeholders, including senior management, ELT and the Board of Directors
- Project budget management
Portfolio Project Management Activities:
- Ensuring that portfolio priorities, tasks and timelines are established, implemented and measured
- Identifying alignment, conflict, and opportunities for efficiency within portfolio
- Relationship management at the Director and VP level for key stakeholders associate with the portfolio
- Budget management within the portfolio and with relevant CAMH Directors and VPs for projects and annual operating budgets for project staff
- Supporting, coordinating and managing project and/or operational committees (typically large, high-profile committees)
- Monitoring of some projects in operations and participating in issue resolution for issues that may arise after implementation
- Vendor and contract management for the portfolio
- Annual planning for projects and resources within the portfolio (in conjunction with key leaders)
- Keeping abreast of current state, trends, best practice, future opportunities related to areas of focus for the portfolio
Resource Management:
- Hiring, onboarding and offboarding of staff members.
- Supporting, advising, and directing both direct reports and indirect reports to meet deliverables.
- Managing resource assignment within the portfolio and identifying resource constraints.
- Conducting regular performance reviews for direct reports.
- Promoting collaboration and teamwork among staff and management within and outside of the EPMO and IMG.
Job Requirements
- University degree, in health care or business field
- Graduate education preferred preferably in a discipline relevant field
- PMP certification preferred
- PMI Agile Certified Practitioner (PMI-ACP)® Certification an asset
- Change Management certification an asset.
- Quality Improvement certification an asset.
- Minimum of 10 years of demonstrated progressive and relevant project management in a healthcare/hospital environment
- Experience working in a Project Management Office (PMO)
- Experience successfully implementing healthcare projects in a clinical setting
- Knowledge of the mental health and addictions sector is an asset
- Experience successfully managing software implementations specifically with respect to hospital information systems/electronic medical records
- Vendor and contract management experience is an asset
- Procurement experience is an asset
- Business development experience is an asset
- Excellent interpersonal skills
- Experience working with diverse clients and stakeholders
- Customer service-oriented
- Strong organization and planning skills
- Strong analytical, problem solving, and decision-making skills
