General Description Under close supervision, is responsible for the administration and processing of development permits in accordance with the Land Use Bylaw. Issue business licenses in accordance with the License Bylaw, and special events permits. Provide support and mediation services, promptly respond to enquiries and complaints, and assist with special projects. Incumbent will ensure customer service standards of the Municipality are always met, whether interaction is on the phone or in person.

Responsibilities

  • Respond to enquiries regarding Safety Code permitting, Land Use Bylaw, Sign Bylaw, and assist with the completion of applications for various permits.
  • Provide support to both the Safety Codes and Community Planning sections within the Department in accordance with the Land Use Bylaw, Safety Codes Act and the adopted quality management plan and provide a link between the Community Planning and Safety Codes permitting process.
  • Evaluate permit applications for accuracy and completeness and issue appropriate permit or provide verification that permits are not required.
  • Assist in maintaining joint legal/plan/survey filing systems, as required.
  • Maintain development permit information, and compile, generate and issue reports.
  • Issue special events permits.
  • Receive and process applications for business licenses; ensure applications are current and accurate; and issue business license if approved.
  • Facilitate the approval process for all special event permits by circulating the special event permit to all internal and external stakeholders to ensure all policies and procedures are adhered to.
  • Provide excellent and professional customer service.
  • Assist with developing, researching, and assessing documents such as policies, procedures, and user fees.
  • Adhere to the Permit Policy, Safety Codes Act and UQMP.
  • Perform other related duties as required.

Qualifications KNOWLEDGE, SKILLS, AND ABILITIES:

  • Strong verbal and written communication skills.
  • Exceptional customer service and interpersonal skills with the ability to deal effectively with the public, sometimes in difficult or conflict situations.
  • Excellent organizational skills.
  • Strong multitasking skills and the ability to work in a demanding, fast-paced environment.
  • Works collaboratively and productively with co-workers and actively contributes to team objectives.
  • Ability to work independently and to effectively schedule work to meet service demands.
  • Knowledge of, or ability to acquire knowledge of relevant bylaws and legislation relating to permit and licensing processes.
  • Motivated and demonstrates a high level of professionalism.

Education And Experience

  • High School Diploma or GED equivalent is required.
  • Certificate in Office Administration is required.
  • Introductory courses in land use planning, or development control is an asset.
  • Two (2) years’ related experience is required.
  • Previous experience in a customer service role is required.
  • Ability to obtain a Permit Issuer Designation under the Safety Codes Act is required.
  • Proficiency with computers/applications and familiarity with safety codes permit processes is required.
