As a Contract Administrator you will contribute to all aspects of contract development and provide procurement services to Facilities including management, support, advice and training on how to procure external services in compliance with corporate policy and legislation. Primary duties include:

  • Create and maintain multi-year purchase orders (PO).
  • Communicate and manage vendors and payments to ensure proper billing protocols are being followed as part of the contract delivery.
  • Create and manage short term and standing PO's as well as commission and decommission contracts.
  • Conduct negotiations on new contracts, renewals and extensions.
  • Facilitate the onboarding of new vendors or the removal of an existing vendor at the end of a contract and document vendor performance evaluations.
  • Review contract validity, scope of work and specifications to process contract management requests that vary in monetary value.
  • Liaise with Facilities, Supply Management and Suppliers to negotiate contract renewals, price, lead time and delivery options.
  • Collaborate with Facilities contract users to develop and maintain service provider performance metrics.
  • Facilitate and enable the onboarding of transferred assets to related business units through contract review, identification of consolidation opportunities, programming and communication.
  • Facilitate and document service scope in engagement with Facilities divisions and business units requiring the contract, writing the RFx, and evaluation proponents.
  • Work with Facilities Leadership, Corporate Security, Supply Management, and Environmental and Safety Management to address safety and environmental issues or concerns related to service provision and procurements.
  • Provide general and financial administrative support to the business unit and vendors.
  • Determine priorities and timing for initiating contracts based on capacity, business needs, procurement and sourcing.
  • Identify opportunities to leverage City contracts to integrate contracts of similar scope of work when available.

Qualifications

  • A completed 2 year diploma in Supply Chain Management, Inventory Control, Logistics or a related field.
  • At least 5 years of experience in contract development and/or management related to industry, construction, or facility management.
  • Experience in contract management and administration in a large complex public or private sector organization is required.
  • Experience developing maintenance service contracts, Request for Proposals and managing vendor performance will all be considered assets.
  • Excellent computer skills, particularly Systems Applications and Products (SAP) Ariba (or similar), Excel spreadsheet management, Financials and Supply Chain Management (FSCM), and APWorkflow are assets.
  • Procurement experience including creating and managing purchase orders is an asset.
  • Strong communication and interpersonal skills, the ability to think analytically with demonstrated problem solving skills and the ability to learn new systems quickly are all essential.

  • This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.

work week, with 1 day off in each 3 week cycle.
