Hybrid Job: This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.

We are searching for a collaborative and strategic leader who enjoys working in a dynamic and energetic environment. In this role, you will exude your executive presence and exercise a superior level of tact, diplomacy, and critical thinking in delivering a client-centric service model for the liability insurance and claims management, as well as the enterprise risk management program in a manner that aligns with TCHC's tenant focused culture. You will act as the domain expert and will function with a high level of autonomy to provide leadership to the Liability Insurance & Claims Management and Enterprise Risk Management programs.

What you’ll do

Risk Advisory Services

  • Adopt a client-centric risk advisory services model to support business functions and projects to identify risk exposures and generate risk control solutions
  • Ensure delivery of risk management training and capacity building activities to business functions and projects to advance broader understanding of risk management principles

Claims Management – Liability

  • Strategic and operational leadership and decision making for liability claims management
  • Identify and implement loss/damage control matters and develop risk mitigation plans
  • Co-lead the claims review committee to review liability claims over $50K
  • Participates in mediations, both private and mandatory and claim settlement
  • Develop and maintain claims management policies and procedures
  • Develop and implement standardized risk and claims management advisory services
  • Develop and implement standardized risk and claims management training program
  • Develop and maintain integrated claims dashboard reports for executive leadership and the Board

Insurance Management – Liability

  • Co-leads the negotiation and administration of TCHC annual insurance review and renewal
  • Develop the annual cost of risk and ensures it is controlled within approved budget
  • Strategic and operational leadership and decision making for liability insurance management
  • Develop and maintain insurance management policies and procedures
  • Develop and implement standardized risk and insurance management advisory services
  • Develop and implement standardized risk and insurance management training program
  • Develop and maintain integrated insurance dashboard reports for executive leadership and the Board
  • Foster strategic and operational partnership with HSC, Marsh, and vendors

Enterprise Risk Management

  • Support implementation and operation of the Enterprise Risk Management (ERM) program
  • Support enhancement and sustainability of ERM program in alignment with industry best practices
  • Develop and maintain ERM management policies and procedures
  • Conduct business and/or enterprise-wide risk assessments as required
  • Foster strategic and operational partnership with business functions and/or units
  • Develop and maintain centralized risk registry system
  • Develop and maintain integrated ERM dashboard reports, which include key and emerging risks

Performance & Fiscal Management

  • Fiscal accountability for claims, insurance, and emergency management functions
  • Daily leadership, coaching, and mentoring up to three (3) direct reports: Program Supervisors
  • Complete performance management plans along with annual and mid-year reviews

What you’ll need

  • Bachelor’s Degree required; Candidates with Master’s Degree will be given preference
  • Completion of one (1) of the following programs required: Canadian Risk Management (CRM); or Chartered Insurance Professional (CIP)
  • Minimum three (3) years in enterprise risk management, claims management, insurance management;
  • Minimum three (3) years in a large and/or complex public sector organization serving a diverse client population required;
  • Minimum three (3) years in a risk advisory role requiring partnership with internal (e.g. business units, legal counsels, leadership) and external (e.g. municipal/provincial agencies, legal counsels, insurers, vendors) partners.
  • Advanced knowledge of techniques, concepts, methodologies, and/or practice in the areas of enterprise risk management, claims management, & insurance management principles;
  • Demonstrated success to exude executive presence and exercise a superior level of tact, diplomacy, and critical thinking while working with all levels of the organization, specifically the executive/senior leadership team;
  • Demonstrated success to lead business and/or enterprise-wide risk assessments; including development of the client-centric engagement and risk based plan, while utilizing industry best practices;
  • Demonstrated success to lead department change initiatives, including implementation of process redesign, enabling electronic systems, and integrated dashboard reports;
    Demonstrated success to develop key department enablers to support efficient, consistent, and effective services, including but not limited to policies and procedures, electronic information databases;
  • Demonstrated success to lead enterprise change initiatives, including development of change management framework with the appropriate engagement, communication, and implementation plan;
  • Demonstrated success to lead enterprise-wide capacity building initiatives, including the development of client-centric activities that aim to advance a proactive risk management culture;
  • Demonstrated success to foster strategic partnerships with internal (e.g. business units, legal counsels, leadership) and external (e.g. municipal/provincial agencies, legal counsels, insurers, vendors) partners;
  • Demonstrated success to review and recommend appropriate insurance, hold harmless, and indemnification clauses in contracts and agreements to ensure appropriate insulation from potential and actual risk exposures;
