Toronto, Ontario, Canada (Hybrid)
The Department Operations Specialist will support the Site Infrastructure Design (SID) & Building Information Modeling (BIM) department, ensure efficient planning, execution, and governance of department activities while meeting project-specific and organizational objectives. This role will play a critical part in planning departmental resources, coordinating deliverables, managing timelines, and supporting bid activities to align with overall project goals. The candidate will coordinate with various functional groups (Wayside, Central, Deployment, BIM and Engineering teams) and project stakeholders to deliver on-time infrastructure designs and documentation.
Key Accountabilities
- Develop and maintain detailed project schedules, resource plans, and workload distribution for Wayside, Trackside, and central functions within the SID & BIM dept..
- Work closely with Design Leads to align resource allocations with project priorities, ensuring balanced workloads and meeting project deliverable timelines.
- Collaborate with Group Managers (Wayside and Central) to track and plan ongoing activities and assign skilled staff to meet project demands.
- Monitor progress, track milestone completion, and address deviations in timelines or resource availability to Managers.
- Provide regular updates and planning reports to the SID & BIM dept. Director and Functional Managers (FMs) & Deployment Project Managers (DPMs).
- Support drafting schedule, WPAs, ETCs of SID projects.
- Maintain SID dashboard for all SID & BIM projects.
- Coordinating with Deployment HODs, Functional Managers (FMs) and Deployment Project Managers (DPMs) on bid documentation.
- Identify schedule risks and constraints in upcoming bids, including resource availability, and suggest mitigation plans.
- Develop preliminary SID & BIM schedules, resource needs, and timelines for input into the bid process.
- Assist in updating bid proposals with lessons learned, optimized processes, and historical resource data.
- Project-specific department plans, including resources, schedules, and dependencies.
- Bid documentation support, including effort estimates, schedules, and coordination matrices.
- Continuous Improvement inputs (e.g., lessons learned, process optimization ideas).
- Regular reports on progress, resource utilization, risks, and constraints to relevant stakeholders.
Key Requirements
- Bachelor’s degree in engineering or equivalent combination of education and experience.
- Exposure to bid support processes like effort estimation and preparation of bid schedules
- Proven experience in department planning, resource management, or project scheduling, ideally within infrastructure or engineering design environments.
- 4–5 years in resource management or project operations within engineering or infrastructure contexts.
- Familiarity with infrastructure design tools, methods, and outputs (BOMs, ICDs, Book-Wire lists, configuration drawings).
- Proficient in project planning tools (e.g., MS Project, Primavera P6, or similar tools).
- Ability to analyze data to develop efficient resource allocation and scheduling plans.
- Knowledge of Microsoft Project (or Primavera P6), Microsoft Office Suite, Power BI/Tableau, and collaboration tools like MS Teams or Slack.
- Strong organizational and stakeholder management skills with a focus on meeting deadlines in a fast-paced environment.
- Excellent communication skills, proficient with English language
- Understanding of site infrastructure design, Trackside/Wayside communications, and hardware configurations is preferred.
Total Compensation Range (Base Salary + Annual Incentive plan) : $87,900 - $111,300
The Company provides an extensive benefits program for all full-time employees working 24 or more hours per week and their eligible dependents, including the following:
