About the role

Job Summary Within a client server culture, this is a senior professional level job within a multi-site environment with emphasis on project control, coordination of project performance and economic utilization of resources assigned to the project and in-depth systems analysis. A major aspect of this position is for the development and support of clinical applications for the clients. The Senior Systems Analyst/Designer undertakes project work which will have significant impact on the client departments and implications that could affect the success and integrity of the patient reporting systems. The position is responsible for planning, analyzing, designing, developing and implementing effective solutions to meet requirements; maintains and enhances assigned systems as necessary. Prepares detailed specifications, including flowcharts showing system linkage, data movement and resource requirements. Works with vendors to ensure service levels meet corporate standards, and tests and evaluates software in order to recommend the products that will meet current and future needs. Provides user support, training and consultation as well as other user liaison services. Provides input to the development of policies and procedures.

Duties/Accountabilities

  • Develops general work plans for application systems by methods such as consulting with the client department to determine business needs and analyzing current systems to recommend solutions to clinical problems.
  • Negotiates with client departments and other project teams affected by identifying conflicting requirements between departments, getting agreement on a work plan for the project, setting schedules based on priorities and staff availability or requirements, and ensuring the assigned staff have the required knowledge and skills.
  • Develops and implements detailed work plans for a project or release of a system by performing the analysis for general systems requirements using a broad based understanding of systems relationships, estimating work required task by task, determining the sequence, assigning tasks to staff and creating a viable detailed work plan; advises the appropriate technical support groups of planned work by ensuring that the work required is estimated and that agreements are in place to provide a necessary support when scheduled.
  • Produces formal documentation for clinical business needs by providing a project charter, planning systems solutions, costs and schedules for review by client departments and Information Systems management.
  • Coordinates and collaborates with project resources by monitoring project team's progress to ensure plans are being met, ensuring that quality of work produced is of an acceptable standard and coordinating with project leaders of interfacing systems to ensure that overall plans are being met.
  • Identifies testing requirements by developing detailed schedules for systems testing, user testing and production implementation by using established test procedures. Identifies necessary changes to project plans by methods such as ensuring all project deliverables are produced, resolving all project problems, escalating when appropriate and preparing project status reports and presentations.
  • Oversees and provides work direction to assigned project resources and contract resources by assigning tasks, setting priorities and re-assigning work when necessary; works with the departmental manager to ensure that staff have adequate technical and other training to perform their duties, providing technical guidance and/or training to staff, scheduling attendance at training sessions.
  • Provides a consulting service to client departments by researching and answering application system inquiries, assisting clients in identifying system deficiencies and ways of improving business functions and developing a business case.
  • Assists the client in planning, estimating and scheduling application system changes; assists client in developing procedures, client documentation and client training, in order to use the system more effectively.
  • Performs technical scope of work as required by analyzing business requirements to determine systems requirements, preparing detailed system design proposals, cost/benefit and making recommendations on advisability/necessity of hardware/software acquisitions; designs complex systems by using standard analytical practices for technical environments, data base and file design, inputs, outputs, programs required and interfaces to existing systems. Prepares complex technical documents for review and approval. Monitors performance of production systems by analyzing the automatic monitoring service and taking immediate corrective action.
  • Maintains currency in technology and business skills by methods such as researching the Web and trade journals, meeting with vendors and networking with outside agencies.
  • Performs other related duties as assigned.

Qualifications Education, Training and Experience

Graduation from a recognized degree or diploma program in Computer Science, four years' recent related experience, or an equivalent combination of education, training and experience.
