In this role, you will be accountable for ensuring the business needs and outcomes for project delivery are achieved as per the business case and following PMO methodologies. You will manage and lead business technology change projects as assigned, performing project management and senior business analysis functions as required to ensure timely, on-budget and effective selection, acquisition, and implementation of new or revised business systems and processes for Toronto Community Housing (TCHC) in partnership with our vendors and our clients which include the managers, and staff.
What you’ll do
- Manage assigned projects and operational staff tasks, including allocation of approved staff resources, delegating, scheduling and prioritizing of staff workloads.
- Research, analyze and assess project as assigned, working with stakeholders and appropriate TCHC staff to produce business cases and project scope documents
- Manage project partnership with external vendors, contractors, service providers, Senior Management teams, TCH and other internal and external stakeholders.
- Establish strong collaboration and partnerships across the business, IT and implementation partner team members.
- Work closely with the HR Business Lead ensuring alignment and clarity on all business objectives
- Promote best practices and continuous improvement in PMO processes, systems, tools and reports.
- Understand the objectives and requirements, both at a high level and a detailed level, to provide continuity of vision and understanding across the team throughout the full lifecycle of the project
- Prepare project plans by producing project work breakdown structures, project charter & schedules and by ensuring implementation, contingency, risk management, communications, quality assurance & staffing plans are completed.
- Ensure stakeholder signoff / approval is obtained at each step of Project Management Life cycle including Software Development Life Cycle.
- Develop an evaluation method to assess project strengths and identify areas for improvement. Includes the crafting of metrics and indicators.
- Write project funding proposals to support uninterrupted delivery of services.
- Ensure goals are met in key areas including customer satisfaction, safety, quality, and performance.
- Effectively manage the allocation of project funds dedicated to the delivery of assigned projects and ensuring that cost criteria are met.
- Perform project control / tracking / reporting by ensuring that day-to-day management of project working groups, including assigned staff is conducted
- Schedule and conduct project meetings including technical team, working groups, steering committee.
- Ensure appropriate project governance is in place
- Engage in quality assurance reviews of project
- Responsible for tracking and updating project budgets, forecasts, revisions, and project-related accruals.
- Responsible for overseeing the project delivery of workstreams including but not limited to: security, data conversion, data integrations for both internal systems and external vendors, reporting, business processes for HCM, Onboarding, Compensation, Talent Acquisition, Talent Management, Performance Management, and Learning.
Research, review and prepare advice and reports on project management trends and issues - Assist TCHC PMO Manager with the management of inflight projects and ensure compliance to PMO methodologies
- Other responsibilities as assigned
What you’ll need
- University degree in Business Administration, Engineering, or Computer Science, with an emphasis on program and project management, or an equivalent combination of education, training, and experience.
- Project Management Professional (PMP) designation is considered an asset
- ITIL certification is an asset
- Minimum 5+ years related work experience managing IT projects
- Minimum 3+ years of Human Capital Management systems experience including Compensation, Talent Acquisition, Talent Management, Performance management and Learning
- 2+ years’ experience working with and managing vendors, partners, and project budget.
- IT Security, Data, and/or SaaS solutions such as: Dayforce, Workday, SAP SuccessFactors projects experience is a great asset
- Experience with Software Development Life Cycle methodologies
- Must have excellent knowledge of the principles and practices of project management and demonstrated ability in monitoring, reviewing and reporting on major projects.
- Demonstrated proficiency in Microsoft software (Visio, PowerPoint, MS Project, Word, Excel, etc.) and Project Management tools and processes
- Experience leading system integration projects
- Excellent interpersonal and oral / written communication skills and client relationship skills
- Excellent team building skills, listening, coaching, group facilitation, and conflict resolution skills
- Extensive knowledge in business systems development and requirement analysis
- Strong presentation, writing, and/or training skills
- Knowledge of Municipal Freedom of Information and Protection of Privacy Act an asset
- Knowledge of Accessibility for Ontarians with Disabilities Act an asset
