Leads strategic build, management, and execution of the Bank’s multi billion-dollar global term funding, securitization, and capital issuance programs. Corporate Treasury is the first line of defence for Enterprise funding management. Ensures the Bank is well-funded at all times and is critical to the achievement of the Bank’s strategic and growth objectives and its competitive positioning. Minimizes Bank funding costs while broadening the Bank’s debt investor base. Identifies and recommends actions to Senior Leaders based on market trends or regulatory developments to ensure the Bank is at the forefront of an optimal global funding platform. Coordinates highly technical and complex activities in a fast paced and evolving environment using expert market knowledge and business judgment, and strong team leadership and relationship management skills.
Accountabilities:
- Acts as lead role in recommending to Senior Leaders (Treasurer, CFO, CRO, Business Heads) the Bank’s securitization & funding strategy over a multi-year plan horizon. This includes forecasting the bank’s structural cash position and key regulatory metrics (e.g., TLAC position) to optimize funding strategy while maintaining compliance with legal/regulatory requirements.
- Develops strategies and identifies opportunities to maximize performance that will directly affect the success of the Bank. Overall P&L accountability and reporting for funding activities.
- Monitors the market environment and related metrics to ensure the Bank has access to diverse and cost-effective funding sources globally.
- Oversees the development and manage the execution of the Bank’s securitization and capital markets funding programs globally. Provides leadership and advocates new initiatives to cross-functional teams comprised of internal and external stakeholders through process from approval to execution. Recommends optimal transaction pricing, term, and size.
- Manage securitization funding programs across asset classes such as credit cards and residential mortgages.
- Corporate funding programs include capital, senior note and structured product issuance.
- Recommends and execute the funding strategy for the Bank's supplemental liquid asset portfolio.
- Partners with business executives and leaders to develop funding and securitization capabilities and optimize funding and capital opportunities (e.g., Canadian mortgage portfolio) across the Bank. Creates new funding programs to diversify and achieve cost effective funding.
- Acts as key liaison with LOB executives and leaders to review, recommend, and educate on funding costs as well as LOB funding requirements.
- Liaises with BMO subsidiaries and cross functional stakeholders to structure & execute successful intercompany funding transactions.
- Subject matter expert and senior contact for external investment dealers looking to discuss and execute securitization and capital market funding opportunities for the Bank.
- Develops and recommends strategies to expand the Bank’s investor base and global market access. Recommends and executes debt marketing activities in support of initiatives and oversee development of marketing materials. This includes directly engaging prospective and current investors to expand the Bank’s global funding capabilities.
- Represents the Bank on industry specialty groups and with regulators to advocate the Bank’s position on market or regulatory developments. Provides updates to Senior Executives on implications of regulatory changes and insight on peer positions.
- Subject matter expect for rating agency methodologies; Provides advocacy and analytics to support favourable bank rating and rating agency annual fees
- Maintains relationships within the industry to understand the evolution of Corporate Treasury best practices.
- Provides funding input for Enterprise-Wide Stress Testing, OSFI Macro-Stress Testing, and resolution/recovery planning.
- Partners with Capital Management Group to structure and execute capital productivity transactions (i.e., risk transfer transactions).
- Develop and lead a team of finance professionals supporting the Bank’s talent pipeline.
Qualifications:
- One or more of the following: MBA Finance, CPA, CFA
- 15+ years of experience in Investment Banking, Capital Markets or Treasury
- Expert knowledge of financial analysis and financial modeling
- Strong understanding of accounting and tax concepts
- Strong understanding of capital management
- Expert knowledge of securitization or capital markets with transaction experience
- Strong knowledge of various research tools, including Bloomberg
- Strong knowledge of the Bank’s structure and key product offerings
- Deep understanding of the function as outlined, and of related industry best practices
- Knowledge of economic, social and political forces and marketplace trends
- Able to apply designation/education and financial experience in a financial services organization
- Excellent communication skills, both verbal and written
- Ability to manage multiple tasks and meet timelines without compromising the integrity of the information
- Conceptual and strategic thinker

Please note the base salary range for this position is CAD $175,000.00 to CAD $205,000.00
