Position Overview:
We are seeking a Substation Design Specialist to work in Station design Department. Under the general direction of the Switchyard
Electrical & Grounding Design Section Head, lead and direct staff in the electrical design for AC transmission, distribution, and
HVDC converter substation facilities. Act as a technical expert for complex design projects and work directly with leadership and
interdisciplinary Subject Matter Experts to develop the initial conceptual layouts, define project scope of work, create cost estimates,
and define resource requirements. Assess viability as it applies to overall station design, construction, and commissioning activities
of upcoming and proposed complex projects.
Responsibilities:
- Responsible to prepare and direct the preparation of scoping, estimating, and concept drawings for AC transmission stations,
AC distribution stations, and HVDC converter substation facilities independently and/or in conjunction with SMEs. Anticipate
and confirm project requirements for all projects including complex and/or advanced projects. Identify and propose
opportunities to improve the project's scope to better meet the expressed and/or anticipated customer needs.
- Provide advance technical expertise and direction to staff and consultants in the preparation of conceptual AC and HVDC
substation designs. Work with interdisciplinary Subject Matter Experts (SME) to ensure that upcoming and proposed projects
are well defined and when required, work with customer's and SME's to develop and confirm the project scope of work at a
confidence level required to permit the comparative evaluation and project commitment. Ensure all estimated options are
technically feasible in collaboration with the project stakeholders and participants.
- Prepare and present Conceptual Layout Reports to assess the technical feasibility of proposed projects prior to the
development of the Single Line.
- Coordinate with internal project managers, leadership, and interdisciplinary stakeholders throughout the corporation to ensure
that all share a common understanding of project requirements and deliverables.
- Develop and maintain strong working relationships with other design sections, departments, consultants, contractors, and
manufacturers' representatives as required to ensure proposed equipment and designs meet current standards and
requirements.
- Responsible for providing specialized advice to stakeholders regarding potential in-service dates, technical feasibility, and
project risks. Provide technical expertise and comments regarding proposed Conceptual or Capital Budget Single Line
Diagrams (SLD). Use and/or promote creativity, in consultation with customers and interdisciplinary SMEs, in developing
potential solutions to address challenges with proposed conceptual options for complex and/or advanced projects.
- Represent the department in discussions with internal and external groups, as they pertain to all aspects of Station Design's
projects including their technical feasibility, financial, and resource constraints. Act as an expert in areas of expertise (station
project development) in departmental and corporate initiatives.
- Provide day-to-day training, mentorship, technical expertise, leadership, and direction to external stakeholders and team
members related to scoping estimating, and scheduling of complex and/or advanced projects.
- Provide assessments of the quality of services from external suppliers such as consultants and assume responsibility for their

quality of work. May provide input to the identification of external suppliers for services related to project scoping, estimating,
and/or scheduling.
- Responsible for assessing project requirements from customers to determine the best process for initiating work in Station
Design independently and/or in conjunction with Station Design's SMEs. Provide guidance to customers regarding potential
project processes, in-service dates, technical feasibility, and limitations associated with complex and/or advanced project
concepts based on experience and input from interdisciplinary SMEs.
- Develop, prepare, and maintain a comprehensive estimating process, tools, and templates to evaluate activity costs,
durations, rates, and resources to forecast project requirements and project commitment implications. Continually evolve and
develop new processes, tools, and templates for scoping, estimating, and scheduling for Station Design.
- Monitor Station Design's overall performance in the estimating process by assessing budget, schedule, and other key
indicators.
- Promote and enhance communication and facilitate feedback from all project participants and stakeholders.
Qualifications:
- A two year diploma in Electrical Engineering Technology from an educational institution of recognized standing and a
minimum of five years of related experience in maintenance, construction, or other similar type of work that will provide the
candidate with a well-rounded experience to meet the needs of this position.
- Demonstrated experience in developing project scope, assessing resource requirements, forecasting work durations, and
estimating costs and cash flows and their associated practices.
- Proven ability to communicate effectively with interdisciplinary Subject Matter Experts regarding project scopes for complex
projects.
- Advanced understanding of working relationships between Interdisciplinary Project Participants, Project Stakeholders and
Owners including project management, design, project coordination, project financing and project reporting activities,
methods, and procedures.
- Advanced working knowledge of control, metering, protection, SCADA, structures, mechanical systems, and electrical
apparatus.
- Extensive proven and specialized experience with Electrical Transmission & Distribution Stations and/or HVDC Converter
Stations with the ability to understand the implications of various planning options on the design and construction of stations
and be able to provide detailed technical expert advice to enable the optimization of alternatives.
- Advanced technical knowledge of electrical station operation as it applies to and impacts design, construction, and
commissioning activities.
- Extensive experience with Primevera and Microsoft Office is an asset, including the development of detailed schedules,
resource and cost estimates and project monitoring/reporting.
- Demonstrated ability at achieving consensus and evaluating complex project inter-related variables.
- Advanced knowledge of project management techniques related to initial development of station projects such as scheduling
methods using CPM (Critical Path Method) and estimating systems.
- Proven ability to provide functional and technical mentorship, leadership, and direction to team members (i.e. external
suppliers/consultants and internal staff)
Salary Range
Starting salary will be commensurate with qualifications and experience. The range for the classification is $43.14 - $59.52 Hourly,
$82,657.38 - $114,055.50 Annually.
