Position Information The Senior Project Manager initially facilitates the key actions to establish the operations of the Local Delivery Group (LDG) Program Expansion which will include the operationalization of the digital assets as required by the Transfer Payment Agreement, the operational details of managing the MOUs required by the Transfer Payment Agreement (TPA) with tens of health service providers in the region and the coordination of digital operational aspects of the eReferral and Central Intake programs. Overtime, this role will be narrowed to support the Transformation Office of the LDG including project management leadership to project leads and other staff roles in support of a complex project management office managing numerous digital health projects across the entire region.

Rotation/Shifts Days, 8 hour shifts

What You Will Do The Senior Project Manager, LDG leads the planning and delivery of strategic projects/initiatives, coordinates the delivery of assigned projects, and ensures delivery within scope, budget, and requirements.

Below are the main responsibilities of the Senior Project Manager:

  • Managing the planning and delivery of projects/initiatives that are of strategic importance to multiple departments, and multiple organizations;
  • Supporting the Director in the management of a complex Transfer Payment Agreement that will include financial contributions from many sources across many projects;
  • Managing relationship and collaborating across hundreds of partners that have never worked together in the past, supported by MOUs;
  • Developing and executing a change management strategy to support adoption across multiple Hospitals;
  • Creating training programs and communication plans for clinical and administrative staff;
  • Planning multi-year projects for digital solutions that will evolve over years;
  • Managing several projects and initiatives, supporting a culture of innovation and data-informed decision-making across eastern region encompassing 29 hospitals in East of the East and 7 in Central east;
  • Engaging with project teams, management teams, senior leaders, physicians across 39 hospitals within the Eastern Region, and external stakeholders and vendors;
  • Overseeing vendor management and contract negotiations for software solutions;
  • Coordinating with IT teams for system configuration, data migration, and interoperability;
  • Ensuring compliance with privacy and security standards (e.g., HIPAA, PHIPA);
  • Acting as the resource person for various committees associated with the projects and being responsible for stakeholder engagement, workplan development, ensuring that milestones are met and that the projects are achieving their objectives;
  • Developing project strategies, frameworks, and recommendations based on a strong understanding of evaluation principles;
  • Providing leadership and direction to project teams, including setting goals, assigning tasks, and fostering collaboration and accountability;
  • Supporting the governance framework that will define the working relationship between TOH and regional health service providers;
  • Strategic planning aligned to the Ontario Health TPA deliverables, establishes security plans that will address the current and future business requirements of the HSPs within the Eastern Region.

What You Will Bring

  • 4-year undergraduate degree in Health Management or Business Administration or Information Systems related field;
  • Seven (7) years of project management experience;\
  • Three (3) years of progressive leadership experience;
  • Deep understanding of electronic referral platforms and their workflows;
  • Familiarity with centralized scheduling and intake applications used in multi-hospital environments;
  • Experience with HL7, FHIR standards, and interoperability between referral systems and hospital EMRs;
  • Experience with Resource Management, allocating resources effectively, including personnel, equipment, and materials, to support project activities and achieve project objectives;
  • Skills in moving referral data from legacy systems to new platforms;
  • Competence in generating dashboards for referral volumes, wait times, and performance metrics;
  • Ability to oversee application setup, customization, and testing;
  • Ability to analyze and redesign referral workflows for efficiency;
  • Ability to ensure the application is intuitive for clinicians and administrative staff;
  • Ability to Manage third-party software providers & solutions;
  • Ability to align IT, clinical teams, and administrative staff on system requirements and adoption;
  • Ability to drive cultural and operational change for digital referral processes;
  • Ability to plan, coordinate, and deliver projects on time and within budget while managing resources and risks effectively;
  • Ability to proactively manage multi-channel communications to ensure clear and timely exchange of information;
  • Ability to build and maintain strong, collaborative relationships with stakeholders to support effective teamwork and achieve shared goals;
  • Ability to foster a positive team environment by encouraging collaboration, trust, and mutual support.

You will stand out with:

  • Project Management Professional (PMP), PRINCE2 Practitioner, Certified ScrumMaster (CSM), Lean Six Sigma Green/Black Belt, Prosci Change Management Certification, Certified Professional in Healthcare Information and Management(CPHIMS), HIMSS
  • Familiarity with HL7, FHIR standards; .
  • Understanding of PHIPA/HIPAA compliance;.
  • Experience with EMR/EHR systems (Epic, Cerner, Meditech, etc.);
  • Project management experience with a focus on healthcare IT projects;
  • Proven track record in multi-site implementations and clinical workflow redesign.
