Job Description
On behalf of our public sector client, Affinity is seeking a Sr. Business Analyst to support a government digital service transformation effort focused on improving the birth registration experience for citizens. This work will involve identifying opportunities to enhance service delivery, streamline processes, reduce administrative burden, and improve coordination across programs and services.
Requirements
Must Have
Minimum 7 years of business analysis experience within the last 10 years. Experience leading interested party engagement and requirements gathering. Experience documenting business processes and future-state models. Experience preparing business requirements and recommendations.
Agile business analysis
User stories and acceptance criteria Backlog refinement and prioritization Working with product owners / business owners Supporting digital service or product teams Iterative discovery and delivery
Preference May Be Given For The Following
Experience with Vital Statistics or civil registration programs. Experience in service transformation initiatives. Experience in digital service delivery. Experience working with BC public sector organizations. Experience applying human-centred design or service design methods. Experience supporting life-event services (birth, death, marriage, identity, benefits, etc.).
Experience in agile, hybrid, or iterative delivery leadership
Sprint/iteration planning and release planning Dependency and blocker management in agile environments Cross-functional delivery team coordination Executive reporting in agile/hybrid environments
Responsibilities
Lead business analysis activities for the Having a Baby initiative. Analyze current state processes, policies, systems, data flows, and client interactions. Facilitate workshops and interested party engagement sessions. Document business requirements and process improvements. Develop future-state business processes and service models. Deliverables
The Resource will provide the following services
The Resources will lead business analysis activities and produce documentation required to define business needs, assess current and future state processes, identify opportunities for improvement, and support decision-making. The Resources will apply business analysis practices in agile, hybrid, or iterative delivery environments, including supporting discovery and delivery activities, developing user stories and acceptance criteria, backlog refinement and prioritization, and collaborating closely with product owners, business owners, and cross-functional delivery teams. Deliverables may include business requirements, process models, capability assessments, interested party engagement outputs, user stories, options analyses, service transformation recommendations, and other artifacts required to support digital service and product delivery.
