##Job Summary
Reporting to the Director, Digital Transformation, the Manager, Digital Transformation (SuccessFactors Focus) is accountable for the development and implementation of digital transformations for the Region with a primary focus on SAP/SuccessFactor transformation (2026/2027 SuccessFactor implementation - Employee Central, Performance Management, Time & Attendance, Onboarding, Learning, Recruitment). The secondary focus is transformations of other digital services, particularly internal facing digital products, with primary users as Regional staff. Leading transformation efforts in business readiness, data management, implementation, application integration, change management and program governance, the Manager works closely with the project managers, product managers, and cross-functional subject matter experts in the business and technology teams to transform the Regions digital footprint.
##Duties & Responsibilities
Transformation Portfolio Management
- Propose transformation solutions and success metrics and be accountable for the transformation portfolio
- Provide leadership to manage all change/transform aspects of SuccessFactors and other applications, establishing goals and objectives that align with the divisional operations plan and strategic directions, Departmental and Corporate priorities, and the Strategic Business Plan.
- Manage the portfolio to meet Halton Region’s short-term and long-term goals, balancing costs and risk appetite.
Digital Leadership
- Plan and implement all projects on the multi-year SAP/SuccessFactor transformation roadmap for Halton Region, including but not limited to:
- SuccessFactor modules: Employee Central, Performance & Goals, Learning Management System
- SAP modules: FICO, PPM, Materials Management, Enterprise Asset Management, Funds/Treasury Management, Financial Supply Chain Management, Analytics Cloud, Ariba, Concur, etc
- Plan and implement other non-SAP transformation projects Halton Region
- Plan and manage a portfolio of projects with a total budget of up to $20 million. Provide regular financial reporting (e.g. spend related to implementation progress)
- Collaborate with Regional Procurement team in procuring licenses and hosting as well as one or more implementation partners (system integrators) to execute digital transformations.
- Manage detailed implementation plans within the transformation portfolio and report on progress to relevant steering groups.
- Standup and govern various project Steering committees, leadership forums
Risk Management
- Identify, manage and report on project risk for the Digital Transformations portfolio. This includes both internal project risks relating to timeline, resources, etc. as well as outside influences, e.g. changes in policy or competing initiatives.
- Collaborate with Regional Human Resources team in developing a Change Management plan for business and internal DIS staff.
- Manage change management tactics, including but not limited to, stakeholder impact assessments, communication plans, change management plans, and standing up change networks across the Region as required.
##Additional Duties & Responsibilities
Stakeholder Relationship Management
- Apply appropriate governance (e.g. Halton’s Project Management methodology) for all transformation projects via Steering Committees and leadership forums across the Region.
- Liaise with and proactively develop relationships with partners such as legal, audit, risk, privacy, and other Digital & Information Services divisions to facilitate the implementation of the Region’s Digital Transformations program.
- Manage external vendor relationship (e.g. vendors and system implementation partners).
People Leadership
- Provides leadership for the activities and coaching of direct reports, providing work direction, setting priorities, assigning tasks/projects, determining methods and procedures to be used, resolving problems, ensuring results are achieved, and managing recruitment, performance, and skill development activities.
- Develop and lead project managers, and other supporting transformation subject matter experts (e.g. Change Management, Data Management).
- Manage relationships with cross functional business stakeholders (e.g. Finance, HR, Public Works) and DIS teams that support the related technology.
- Provides leadership, to manage all change/transform aspects of transformation initiatives, establishing goals and objectives that align with the divisional operations plan and strategic directions, Departmental and Corporate priorities, and the Council Business Plan.
Resource and Financial Management
- Manage portfolio/project capital budget, ensuring financial efficiency and accountability. Manage team capacity planning and forecasting. Collaborate with PMO for staffing needs. Oversee resource allocation across projects to avoid conflicts and optimize utilization.
##Skills & Qualifications
- Bachelor’s degree in Computer Science, Information Systems or related studies
- Minimum of 10 years of experience managing enterprise-wide SAP/SuccessFactor transformation implementations.
- Minimum 5 years of people leadership experience demonstrated by a collaborative leadership style with a focus on supporting team objectives and individual development.
- Extensive experience in leading complex programs, with the demonstrated achievement of objectives on large- scale transformational initiatives (people, process, and technology)
- Deep working knowledge of digital transformations in terms of people, process, and technology.
Project Management Professional (PMP) or equivalent is an asset. - Knowledgeable about new technology and keeping pace with emerging trends to present them to executives and staff within the organization.
- Comprehensive knowledge of Federal, Provincial, and Municipal legislation relating to Information Management (MFIPPA, PHIPA, Municipal Act, etc.).
- Experienced in managing cross-functional, hybrid work teams.
- Proven ability to build lasting relationships with a variety of groups including executives, managers, consultants, and end users.
- Confidently engages with senior executives and customers, demonstrating excellent verbal, written, and presentation skills, strong political acumen, and comfortable navigating ambiguity.
- Demonstrated experience analyzing business and technical requirements and solution design.
- Strong analytical and conceptual skills including strong communication skills with the ability to collaborate with a variety of stakeholders.
