What You Will Get To Do

The successful candidate will have a positive impact on our corporate culture by demonstrating the Town’s CARE core values (Collaborative, Accountable, Respectful, Engaged) through daily interactions with individuals at all levels of the organization, external contacts and elected officials.

By effectively building positive rapport and relationships both internally and externally, the successful candidate will help us achieve our mission that together we deliver services that make a difference in our community.

Reporting to the Senior Manager or Development Engineering and Environmental Services, the Program Manager, Development Infrastructure is responsible for:

  • Supervising and assisting with technical staff members in detail review or reports and engineering drawings
  • Responsible for Public Works comments on all types of development applications;
  • Comment on official plan amendments, draft plans of subdivision, rezoning, land division, site plan, building permit and other applications;
  • Review of development policies and Engineering Standards and Criteria;
  • Assist with the coordination of public meetings and presentations;
  • Liaise with developers, consultants, contractors, the general public, other municipal departments and outside agencies, as required to represent the Town of Whitby Public Works Department;
  • Representing the Public Works Department in major studies for urban expansions, including Environmental Assessments for new arterial and collector roads;
  • Develop and maintain project schedules/timelines, coordinate and prioritize required work of internal staff and external consultants/agencies;
  • Manage, direct and support internal staff and consultants working on Development Charges;
  • Providing leadership and guidance to staff in administration matters;
  • Providing responses to residents, stakeholders regarding various development, drainage, or construction concerns;
  • Assisting with other miscellaneous projects/assignments as required.

What You Bring To Our Team

As the successful applicant, you must possess:

  • Post Secondary degree in Engineering or Science;
  • Designation as a P.Eng. in good standing with the Professional Engineers of Ontario;
  • Ten (10) years of related experience with progressively more responsibility in municipal land development and servicing, and engineering design and construction related to subdivision, site plan and infrastructure development;
  • E.I.T. or C.E.T. and a combination of relevant education and experience may also be considered;
  • Demonstrated successful completion of large, complex, multi-disciplinary projects related to large scale development and project management;
  • Completion of relevant OGRA, MTO, MOEE courses/seminars;
  • Demonstrated experience working with the municipal sector and understanding of municipal role in the review and approval of all types of planning applications;
  • Demonstrated understanding of Town of Whitby and Region of Durham Engineering Standards, Town/Regional Official Plans, MTO Standards, Conservation Authority requirements, Provincial Standards, etc.;
  • Thorough knowledge and understanding of theories, principles, practices and processes related to subdivision and site plan design and approvals, including but not limited to, road design, sewer flows and hydraulics, storm water management facility design, and utility coordination, etc.
  • Strong management, decision-making, leadership, interpersonal and team-building skills; and, excellent communication skills in order to establish and maintain effective working relationships with staff, consultants and the general public.
  • The ability to prioritize, organize, and assign work in order to meet deadlines. Including the ability to foresee risks associated with anticipated upcoming workloads.
  • The ability to use discretion, judgement and diplomacy as a representative of the Town with all types of customers, including but not limited to, developers, landowners, consultants, elected officials, and members of the public.
  • Ability to work well under pressure to meet deadlines.
