About the role

Position Summary

Reporting to the General Manager of Corporate Services, the Health, Safety and Wellness Supervisor provides subject matter expertise, technical leadership, and guidance to support the organizational health and safety culture. Responsible for promoting, coordinating, implementing, and maintaining a comprehensive health and safety management system. Responsibilities include educating and coaching all levels of the organization, program evaluation and enhancement to ensure the achievement of results, employee engagement and compliance with legislation. This position provides supervision and leadership to the Health and Safety Technician, and oversight to contracted support required for safety-related projects and initiatives.

Position Responsibilities

Health and Safety Program Management

  • Develops and implements the systems and programs for the County Health, Safety and Wellness Programs.

Evaluates the health and safety program and delivery to align with organizational objectives, ensuring the achievement of results, employee engagement, and compliance with legislative requirements.

Coordinates and completes program enhancements and updates as required.

Develops, updates and implements supporting policies and procedures and recommends approval to the Senior Leadership Team.

  • In consultation with Management, develops training programs and plans and evaluates the effectiveness of each.

Supports the programs by leading by example, identifying hazards, providing training and monitoring the use and compliance of required PPE for all staff.

Develops policies and procedures for contractor management and ensures compliance with County directives.

Oversees the Safety Management Software to ensure the end-user experience is optimized.

Provides continuous review and coordinates updates of all safety related documentation to ensure proper use, relevancy, and value to the organization.

  • Oversees all wellness programs and initiatives.

In collaboration with the Health and Safety Technician, sources and arranges for the 3rd party delivery of training programs as required.

Oversees and ensures the operations of the Health and Safety Committee. Actively participates in the committee as a subject matter expert.

  • Oversees the driver’s abstract review on an annual basis. Notifies supervisors of any County staff not meeting the County requirements.

Health and Safety Audit and Action Planning

  • Works with leadership and employees to ensure the County maintains its Certificate of Recognition (COR).

  • Prepares leaders and employees on COR requirements.

  • Conducts internal audits within the County and works with other municipalities to conduct external audits.

Arranges for external audits as required, including arranging for audit teams, assembling information and documentation and organizing related activities.

  • Reviews audit results and develops action plan for approval.

  • Monitors progress of Audit Action Plans and assists departments and leadership to complete actions.

Leadership

  • Participates in the recruitment of direct reports.

  • Provides support, leadership, mentoring, feedback and coaching to direct reports.

  • Monitors and evaluates performance and provides opportunities for professional growth and development.

  • Ensures the daily activities of the Health and Safety Division are in alignment with annual work plans, established goals and objectives.

  • Participates in the orientation of new and transferring employees.

  • Provides leadership to the organization in all facets of safety including training, operational procedures, etc.

  • Provides input into the optimum office ergonomic specifications and equipment.

  • Provides input into the development and evaluation of ergonomic and safety specifications for County equipment such as automated trucks, fire equipment, and other fleet and large equipment.

  • Assists with ergonomic assessments.

Incident Investigations and Worksite Inspections
Oversees the Incident Investigation process to ensure Incident Investigations are completed promptly and in accordance with approved County and legislated processes.

  • Ensures action plans arising from Incident Investigations are completed.

Collaborates with H & S Coordinator to have safety representation present for on-site investigation activities as required.

Attends incident related meetings and provides input and recommendations as required.

  • Oversees the Worksite Inspections program to ensure Worksite Inspections are completed, documented and corrective actions are addressed in a timely manner.

Responds to public complaints regarding Health and Safety concerns with County employees.

Financial and Reporting

  • Develops and monitors the staffing, training and safety supplies budget. Advises the General Manager of variances.

Provides input and recommendations to the General Manager on capital and operating budgets.

Monitors and reports on trends in the County health and safety program statistics and makes recommendations for recognition, additional focus areas and corrective actions.

Tracks and monitors incident, near miss and other related statistics and reports to the General Manager on a quarterly basis.

Develops reports and communications for the sharing of information for the H & S Committee, departments, Senior Leadership on activities, statistics, program planning, awareness and/or training initiatives, etc.

Other

  • Assists in any other related duties as assigned by the General Manager of Corporate Services.

  • Participate and assist in a positive manner as a team member in all operations of Yellowhead County.

Qualification, Knowledge, Skill & Ability Requirements

Education/Skills
Post Secondary Diploma or Degree in Occupational Health and Safety or related field.

  • Canadian Registered Safety Professional certification or equivalent or eligible to be certified.

  • Alberta Municipal Health and Safety Auditor Certification or eligible to obtain within probation period.

  • Current First Aid with CPR certification.

  • Incident Investigations Course.

Ergonomic certification or course work.

Five (5) years of experience working in a health and safety capacity with proven knowledge of Alberta Health and Safety legislation. Experience working in a municipal setting or similar environment preferred.

Police Record Check with satisfactory results.

  • Clean Driver’s abstract.

  • Defensive Driving Certificate completed within the last 5 years.

Working Environment

Work Environment
Work is conducted mostly in an office environment.

  • Site work and work site visits are required.

  • Manual dexterity required to use desktop computer and peripherals.

  • Site visits, investigation and inspections may require climbing stairs, ladders, kneeling, visual acuity, crawling, entering close spaces, in ground trenches, etc.

The salary range is $98,858 to $122,584 per year. Yellowhead County offers a competitive benefit package.
