Job Description:
KEY ACCOUNTABILITIES
Within this accountability, the Senior Manager is responsible for ensuring TD’s enterprise-wide Crisis Management Program is effective through Program design, ongoing exercises, testing and training. This includes regular review and enhancements of the Program’s underlying protocols and practices to ensure they are effective in mitigating business disruption and ensuring management control and decision-making during periods of adversity and stress.
CUSTOMER
- Promote operational resilience within the Bank by:
- Setting, assessing, and maintaining Standards and Guidelines for the Bank's Crisis Management Program, which include exercise and testing, issues management, and management of third parties. Ensuring enterprise compliance and performing periodic assessments to ensure the Standards and Guidelines remain appropriate to the nature and scope of the Bank's businesses and operations.
- Support all business segments in the development and execution of annual exercise and testing plans.
- Support the development and execution of enterprise-level exercises including ensuring the readiness of enterprise-level crisis management teams.
- Providing guidance to drive third-party operational resiliency.
- Support the enterprise-level crisis management Protocol including responding to threats and events.
- Ensures appropriate crisis protocols and applicable exercises and test functions are in place and provide effective independent challenge to respective business lines and segments.
- Supports the ongoing evolution and growth of a holistic Crisis Management Program in line with industry standards and regulatory requirements.
- Evaluates impact of significant business disruption incidents and provides expert opinion on severity level and response required. This includes coordination of enterprise-level recovery efforts, effective and timely communication with business segment and external industry groups as applicable.
- Establish and maintain appropriate resources to support EBCCM's capabilities to monitor and respond to business continuity events.
- Contributes subject matter and training expertise in the realm of the Crisis Management Programs, education and awareness activities.
- Represent the Bank on various external / industry committees and working groups, e.g. Canadian Bankers Association Emergency Management and Coordinator Specialists Group (EMCSG), Canadian Financial Sector Group (CFRG) and others.
- Acting as EBCCM subject matter expert on all topics related including exercise design, development, execution, facilitation, and incident management.
- Lead the ongoing maintenance of the Bank's Emergency Operations Centre.
- Provide EBCCM Senior Leadership in place of AVP at both TD and 3rd party as applicable
- On a rotational basis, coordinate and provide 7/24 On-Call support and response to enterprise disruption events.

- Conduct internal and external research projects; support the development/ delivery of presentations / communications to management or broader audience
- Conduct meaningful analysis at the functional or enterprise level using results to draw conclusions, make recommendations, assess the effectiveness of programs/ policies/ practices
- Monitor service, productivity and assess efficiency levels within own function and implement continuous process / performance improvements where opportunities exists
- Lead / facilitate and/or implement actions / remediation plans to address performance / risk /governance issues

EXPERIENCE & EDUCATION
- Undergraduate degree or technical certificate and/or
- 10+ years relevant experience.
- Experienced leader in Problem and Crisis Management with the ability to provide timely analysis and documentation for crisis management reporting and other emergencies.
- Experienced in the development of threat assessments and complex scenario-based exercises.
- Appropriate industry accreditation in business continuity and crisis management.
