Senior Program Manager – Cybersecurity Regulatory Delivery Location: 4 days onsite, downtown Toronto, ON Role Type: Full-Time Contract
The Opportunity Our client, a leading global financial institution, is seeking a Senior Program Manager to join their Global Security Regulatory PMO. This is not a "check-the-box" project management role. You will be responsible for the planning and end-to-end delivery of high-priority workstreams within an enterprise-wide cybersecurity program. What Will You Do? Drive Large-Scale Execution: Lead high-impact workstreams within a massive regulatory program, ensuring all goals are met within approved timeframes, scope, and budget. Navigate the Enterprise: Liaise with a wide span of business and technology partners, including external third-party vendors, to ensure seamless integration. End-to-End Governance: Oversee the full lifecycle of program execution—from business case creation and financial forecasting to risk mitigation and regulatory mandate fulfillment. Strategic Alignment: Integrate complex plans at the program level, refining performance metrics and ensuring workstreams remain aligned with the overarching strategic vision. Executive Influence: Act as a bridge between technical teams and executive leadership, facilitating high-level financial reviews and program updates.
Requirements What Do You Need to Succeed? The Essentials (Must-Haves): Complex Program Leadership: 5+ years of progressive experience leading multiple interdependent workstreams in a large-scale enterprise environment (Cybersecurity, Risk, Compliance, or Tech Transformation). High Political Acuity: You are an expert at mapping stakeholder interests and reading organizational dynamics. You know how to influence leaders without relying on formal authority. Executive-Level Communication: The ability to synthesize complex technical data into concise, decision-oriented updates for Program Directors and Executive Sponsors. Change Leadership: You view resistance as a "normal operating condition." You are skilled in message shaping, readiness planning, and building buy-in during periods of local disruption. Pressure-Tested Prioritization: You can distinguish "critical" from "desirable," driving clarity on minimum viable outcomes even when information is incomplete. Conflict & Negotiation Skills: Proven ability to handle tension constructively, mediate disputes between departments, and prevent "delivery paralysis." Cybersecurity Fluency: While you don't need to be a developer, you must speak the language of cybersecurity (Identity, Cloud, Resilience, Data Protection) to engage credibly with technical teams. Nice-to-Haves: Education: Undergraduate degree in Business, IT, Engineering, or a related field. Certifications: PMP, PgMP, Prince2, Scrum, or SAFe.
