Environmental Manager
About the role
The Environmental Manager is responsible for overseeing environmental compliance and environmental management activities across CTSM's operations. The role leads the implementation, maintenance, and continuous improvement of the Environmental Management System (EMS), ensuring compliance with applicable environmental legislation, permits, contractual requirements, and industry standards. The Environmental Manager provides environmental guidance and support to operational teams, manages environmental risks and initiatives, and serves as the primary point of contact for environmental matters with internal and external stakeholders. The Environmental Manager is a Key Individual responsible for overseeing CTSM's environmental compliance program and ensuring the organization meets its environmental obligations throughout the Maintenance and Rehabilitation Period of the Eglinton Crosstown LRT Project.
Role Description Serves as CTSM's designated Environmental Key M&R Individual in accordance with the Project Agreement. Accountable for monitoring and supporting compliance with environmental obligations under the Project Agreement, Environmental Reference Documents, permits, approvals, and applicable legislation. Serves as CTSM's designated Environmental Management System representative and supports implementation and maintenance of the EMS in accordance with ISO 14001 requirements. Acts as CTSM's primary environmental liaison with Project Co, HMKE, Metrolinx, regulatory agencies, and other stakeholders on environmental matters. Supports environmental audits, inspections, investigations, and corrective action programs to ensure ongoing compliance. Escalates material environmental risks, incidents, and regulatory concerns to senior management. Manage CTSM's environmental and sustainability programs for the Project, including annual environmental and sustainability reporting activities. Coordinate the preparation and submission of plans, reports, and documentation required under the Project Agreement. Ensure environmental and sustainability requirements are addressed in accordance with the Project Agreement and applicable Environmental Reference Documents. Coordinate sustainability initiatives with Project Co and HMKE and support alignment with project sustainability objectives. Monitor environmental compliance and coordinate corrective actions where required. Serve as CTSM's designated management representative for the Environmental Management System (EMS). Ensure the EMS is implemented, maintained, and continuously improved in accordance with ISO 14001 requirements. Act as CTSM's primary contact for environmental management and sustainability matters. Liaise with Project Co, HMKE, consultants, contractors, and regulatory agencies on environmental matters as required. Coordinate environmental training and awareness programs for employees and subcontractors. Promote environmental awareness and compliance throughout CTSM. Escalate significant environmental risks, incidents, and compliance concerns to senior management.
Qualifications Bachelor's degree from a recognized university in Environmental Science, Environmental Engineering, Biology, Environmental Studies, Geography, or a related discipline. Professional environmental designation or certification is considered an asset. ISO 14001 Environmental Management Systems training, lead auditor training, or equivalent EMS certification is considered an asset. Minimum 5-7 years of progressive experience in environmental management, environmental compliance, regulatory affairs, or a related field. Experience within transit, transportation, infrastructure, utilities, construction, rail, or other regulated industries. Experience supporting the implementation and maintenance of Environmental Management Systems aligned with ISO 14001. Experience working with environmental permits, approvals, audits, inspections, and regulatory reporting requirements. Experience coordinating environmental compliance activities within a complex, multi-stakeholder environment. Experience managing environmental consultants, contractors, or external service providers is considered an asset. Experience within a public infrastructure, transit, transportation, or P3 environment is considered an asset. Working knowledge of applicable federal, provincial, and municipal environmental legislation and regulations relevant to transportation and infrastructure projects. Familiarity with environmental permitting, approval, monitoring, and reporting requirements. Understanding of environmental compliance requirements applicable to maintenance and rehabilitation operations. Familiarity with regulatory agencies and stakeholders such as the Ministry of the Environment, Conservation and Parks (MECP), Toronto and Region Conservation Authority (TRCA), and municipal authorities is considered an asset.
