Description Job Description The Senior Security Manager is responsible for managing the full lifecycle of the System Security Plan, System Security Assurance program and contributing to the management of personnel and development of the Ontario Line Security Program. The role involves conducting Security Risk Assessments (SRA), preparing professional technical reports, leading interfaces with civil contractors, other design build security leaders, and coordinating with cybersecurity teams, security system designers, and other interdisciplinary stakeholders. This role is based out of downtown Toronto, Canada. Key Responsibilities
- Lead and coordinate the development and delivery of System Security Submissions related to transit infrastructure.
- Conduct SRAs to identify potential security threats and vulnerabilities, prepare manage and maintain mitigations, risk and living security logs.
- Collaborate across all design packages to assess risks, propose mitigation strategies, and define requirements aimed at protecting key assets such as passengers and environments. This role requires transversal engagement with the full design team to identify effective solutions, which may include architectural, technological, and behavioral measures.
- Work with multidisciplinary systems package leaders to confirm the implementation of effective security solutions.
- Support the development of transit and line wide security policies, procedures, and protocols.
- Maintain up-to-date knowledge of security trends, regulations, and best practices.
- Provide regular reporting and updates to the Chief Security Officer and project leadership on contractual deliverables including status, risks, requirements and mitigation plans.
Key Skills And Competencies
- Strong understanding of security design principles and major project lifecycle compliance requirements.
- Superior report writing skills, able to present complex information with clarity and precision.
- Analytical and problem-solving skills to identify and address security issues proactively across multiple work streams.
- Skilled to interact and influence without authority when dealing with Project Co subcontractors, customers, and customer representatives.
- Effective communicator with the ability to influence and coordinate across diverse project teams.
- Proficiency with MS Office and Design Build applications, including but not limited to Excel, Word, PowerPoint, Bluebeam, IBM DOORS.
- Proficient in English speaking, reading, and writing.
- Demonstrated understanding and application of industry security standards and frameworks, including ISO 22341, NIST, ISO 31000, APTA, and industrial security best practices.
- Excellent organizational and time management skills with the ability to handle multiple priorities.
Education and Experience:
- Bachelor’s degree in a relevant field (e.g., Security Management, Information Technology, Engineering) is mandatory. Advanced degrees (Master’s, PhD) are considered a plus.
- 7–10 years of security leadership experience in design, construction, and contract administration within railway and transit projects (strongly recommended).
- Preferred certifications: P. Eng., CPP, PSP, PMP, or similar.
- Demonstrated experience in conducting Security Risk Assessments for critical infrastructure, leading presentations and writing detailed reports.
This position requires a proactive and detail-oriented individual capable of leading the System Security Submission lifecycle and managing contractual and regulatory compliance across multiple delivery partners. The Senior Security Manager will be central to achieving security obligations at each lifecycle submission stage and that all documentation reflects technical precision, contractually sound and adheres to company policies and quality expectations.
