The Ministry of Mines is seeking a Regional Manager to lead mineral sector regulation and program delivery in the Northeast Region. In this role, you will oversee permitting, mine development, and closure, while ensuring compliance and supporting sustainable practices.

You will manage a regional team, provide expert advice on mining policy, and lead engagement with Indigenous communities—fulfilling the Crown's duty to consult and advancing inclusive development.

Please Note: this role will require travel as needed within the region.

• Oversee regional mining programs, ensuring compliance and adapting to emerging trends.

• Manage external service providers and support contract negotiations and performance monitoring.

Meet Your New Team

This position reports to Jean Guindon , Senior Manager of the Mineral Exploration and Development Section. Mr. Guindon brings extensive expertise and knowledge in mining and environmental matters, developed through his work with the Ministry of Natural Resources, the Ministry of the Environment, Conservation and Parks, and, for the past five years, with the Ministry of Energy and Mines.

The Mineral Exploration & Development Section supports the exploration and development of mineral resources within the regulatory framework of the Mining Act. Staff assist industry with their early exploration, advanced exploration or new mine development projects by providing information and advice on permitting requirements, financial assurance, as well as regulating early exploration and facilitating consultation with the public and Aboriginal communities.

What you bring to the team

Leadership Experience:

Team Management: Experience leading teams, setting goals, giving feedback, and creating a positive, inclusive work environment.

Strategic Planning: Ability to develop and carry out plans that help meet business and operational goals.

Relationship Building: Strong communication skills to work with colleagues, partners, and stakeholders, and resolve issues effectively.

Project Leadership: Proven ability to lead projects from start to finish, keeping them on track and aligned with priorities

Technical Expertise:

Mineral Exploration and Mining Cycle: Strong understanding of the full mining process—from exploration to closure—including the key factors that affect how the industry operates.

Regulatory Compliance: Solid knowledge of mining-related laws and regulations, and how to apply them to ensure programs follow legal requirements.

Indigenous Consultation: Understanding of the constitutional framework for Indigenous peoples and the Crown's duty to consult, including key issues affecting Indigenous communities and principles for building respectful, lasting relationships

Planning and Project Management:

Program Development: You have the skills to design and implement professional support programs for the mineral resource industry.

Project Coordination: You can lead the delivery of regional program plans and manage district and regional office operations.

Proposal Development: You can develop and evaluate geoscience project proposals with current or future social and economic value.

Communications and Relationship Management:

Effective Communication: Able to explain complex information clearly to a range of audiences, including industry partners, stakeholders, and Indigenous communities.

Stakeholder Management: Experienced in working with stakeholders and partners to solve problems, offer support, and meet program goals.

Conflict Resolution: Skilled in working through disagreements and finding solutions that benefit everyone involved.

Public Representation: Comfortable representing the organization in meetings and groups to share program updates and address concerns.

Change Management and Organizational Skills:

Program Evaluation and Modification: Experience reviewing programs and making updates to reflect changes in strategy, laws, or priorities.

Operational Planning: Skilled in creating and carrying out plans to meet goals and deliver programs effectively.

Process Improvement: Able to set up and improve tools, systems, and procedures to support program delivery and boost efficiency.

Issue Management: Experienced in spotting potential issues early and responding to complaints or concerns using established communication approaches.
