The Role
The Manager, Operations and Capital Programs, will work closely with the Vantage Operations team to ensure efficiency and effectiveness of network airport programs and operations. Reporting to the Director, Operations, this role will provide operation and project support to the Vantage network.
This position provides subject matter expertise to airport capital program execution, including monthly reporting; as well as the delivery of airport capital programs with a focus on maintaining regulatory compliance and minimizing operational disruptions both through the construction period and at the return to normal operations.
The Manager Operations and Capital Programs supports Vantage network airports in conducting facility condition assessments, and master planning studies. This position assists sites in the development of maintenance plans, annual and long-term capital plans, and with researching latest industry trends and building best practice process and documentation, to the benefit of the Vantage network. The Manager will also support the development of bid proposals and the integration of new airports into the Vantage network.
This position requires an independent self-starter who is comfortable working in a dynamic, changing environment as part of a high-performing team.
Duties and Responsibilities – Capital Project and Support
- Support network airports in the planning and management of all aspects of project design, development, and implementation including preliminary technical research and feasibility analyses, funding and cost analyses, scheduling, project budgeting and work plan development, project performance and results.
- Support network airports in facilities maintenance and asset management planning.
- Review project engineering specifications to comply with airport regulation and project goals.
- CAPEX and OPEX planning and reporting for financial valuation models.
- Provides capital planning, facility condition assessments, and airport master planning support to network airports.
- Lead monthly capital performance reviews with each network airport, including the creation and maintenance capital program dashboards, reports, and best practice documentation.
General Operations and Administrative Support
- Review network airport operational policies, plans, processes, and other documents for regulatory compliance, efficiency and best practice.
- Travel to airports providing on-site subject matter expertise, delivery of initiatives, or operational support as required.
- Evaluate network airport operational systems and programs as required.
- Assist with the preparation of documents and other written operational materials including RFP creation and evaluation.
- Research, document, and promote the sharing of project, planning, and operational best practices and processes, innovative solutions, and process improvements.
- Conduct operational on/off site quality assurance audits including baseline reviews, peer reviews, and MSA-related reviews including preparing supporting checklists as required.
- Provide support to ORAT related activities such as planning, preparation, and implementation as required.
- Other duties and responsibilities commensurate with the position may be assigned.
Primary Qualifications
Ideally holding a Bachelor’s degree in Aviation, Airport Management, Engineering or other related degree of study. Even better if you also currently hold a Master’s of Business Administration.
You have 5 - 10 years of experience working in airport capital project management, airport facility construction, and/or airport operations. Along with the following preferred qualifications:
- Project planning, delivery, and closeout in terminal, airside pavement, and other facility projects.
- Canadian Aviation Regulations, Aerodrome Standards and Recommended Practices, Canadian Aviation Security Regulations, and ICAO airport-related annexes/documents; FAA regulations and circulars, IATA standards, CATSA and TSA processes.
- Developing budgets and writing business plans, writing policies and procedures that ensure compliance with regulatory requirements and international best practices.
- Strong organizational skills, ability to multi-task and manage competing priorities.
- Ability to exercise good judgement, use resourcefulness and tact in solving problems.
- Experience working in a complex, fast-paced and multi-disciplinary environment.
- Ability to work in a matrix organization and cross-functionally with impacted stakeholders.
- Demonstrated understanding of airport and aviation related statutory compliance and legislative requirements.
- Strong financial, analytical, and critical thinking skills with attention to detail while at the same time understanding the broader strategic imperative.
- Outstanding communicator with an ability to convey complex technical concepts in a clear, concise manner to diverse audiences both verbally and in written materials; comfortable in business and technical discussions.
- Detail-oriented and solutions driven self-starter who takes pride in developing and presenting high-quality, timely results.
- Demonstrated ability to manage multiple projects, priorities concurrently while not compromising on quality of analysis.
- Demonstrated experience in project management and implementation, program and portfolio management, and change management.
- Ability to navigate ambiguous situations, bring options, and provide recommendations.
