Responsibilities

PRIMARY PURPOSE

Reviews and analyses corporate and divisional processes, procedures, programs, and standards against quality assurance objectives, and makes recommendations for improvements to address gaps or inefficiencies. Assists the Manager in documenting and coordinating the review, ranking, and monitoring of corporate and divisional risks. Assists the Manager in ensuring corporate change requests are appropriately identified, approved, and implemented. Supports and reinforces a culture of quality across the organization, so that customer expectations are met through the consistent application of standards, processes, and procedures.

KEY ACCOUNTABILITIES

Assists the Manager in developing and maintaining a framework for the formal review and analysis of corporate and divisional processes, procedures, programs, and standards. Produces and maintains relevant framework documentation.

Assists the Manager by leading or supporting the ongoing assessment of corporate and divisional processes, procedures, programs and standards based on quality objectives including completeness, effectiveness, efficiency, currency, and proper adoption and use across the organization. Makes recommendations for improvements to address gaps or inefficiencies.

Analyzes and reviews compliance with applicable industry standards, provincial and federal regulations and BCRTC business processes and initiates any required corrective and preventive actions; prepares and distributes detailed process review results. Compiles process review checklists and templates based on industry and regulatory standards including previous findings and corrective action records. Assists the Manager in identifying and validating recommendations to divisions and departments for improvements based on assessment outcomes. Monitors and reports on progress of improvement initiatives and corrective and preventive actions for product and/or business process discrepancies.

Develops and maintains a catalogue of processes, procedures, programs, and standards to be reviewed. Develops and coordinates a multi-year schedule for conducting reviews.

Provides knowledgeable and constructive input to assist the Manager and departments in risk identification, analysis, mitigation strategies and risk evaluation following Enterprise Risk Management (ERM) best practices. Coordinates and/or completes required updates to the departmental and corporate risk registers. Solicits risk information and status updates from BCRTC departments. Organizes information and prepares corporate risk register material for annual review by the executive team and the Board. Assists the Manager in providing quarterly corporate risk updates to the executive team and Board.

Assists the Manager with the identification and approval of technical, policy, and procedural changes that have a broad organizational impact. Assists in designing, documenting, and maintaining change management processes. Monitors and reports on change implementation activities.

Researches best practices related to quality assurance, ERM and change management and makes recommendations to the Manager as required.

Supports and reinforces a culture of quality across the organization, so that customer expectations are met through the consistent application of standards, processes, and procedures.

Qualifications

EDUCATION & EXPERIENCE

The requirements for this position would be acquired through completion of a bachelor’s degree in Business Administration or a related discipline plus four (4) years of progressive experience in areas such as risk management, policy/process analysis, development and review.

OTHER REQUIREMENTS:

Strong analytical skills in order to assess processes.

Strong problem-solving skills in order to creatively address process gaps and develop recommendations.

Proven understanding of risk assessment and management processes.

Excellent writing skills.

Good interpersonal skills in order to build and maintain relationships with multiple internal stakeholders.

Excellent communication and facilitation skills to work with groups at various levels.

Solid technical skills in business computer applications and databases.

An understanding of the rail or transportation industry and key business processes would be an asset.

Ability to promote and support an organizational culture where quality is recognized as a core responsibility of every employee.

Other Information

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

37.5 hours per week.

Rate of Pay

The salary for this position ranges from $75,600 - $113,400 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
