Responsibilities PRIMARY PURPOSE

Provides strategic direction for railway safety, security, environmental sustainability, and emergency management functions, inclusive of passengers, employees, and contractors. Leads the development, implementation, and delivery of BCRTC’s integrated management systems for reporting areas of accountability that assures compliance with corporate and regulatory requirements. Through strong working relationships with leadership and employees, fosters a proactive safety culture for the organization. Collaborates with TransLink resources and participates in enterprise committees and teams to ensure alignment of strategies and plans ensuring the safety and protection of employees, passengers, environment, and infrastructure.

Key Accountabilities Participates as a member of the Executive Senior Leadership Team and leads the development of strategies and plans for railway safety, security, environmental sustainability, and emergency management, ensuring alignment to the broader goals and strategies of BCRTC, West Coast Express, and the TransLink enterprise.

Provides strategic leadership and oversight in all areas related to railway safety, security, environmental sustainability, and emergency management, including compliance, prevention, business support, data analytics, and reporting.

Directs development, implementation, delivery, and management of the rail group’s integrated management systems in support of passenger, employee, and contractor safety.

Oversees the development and sustainment of a proactive safety culture by developing, building, and supporting the implementation of plans to support employee commitment and engagement.

Provides strategic direction for the ongoing development, implementation, and operations of all Rail Safety & Security departments well as Prime Contractor responsibilities. Drives plans, initiatives, and systems, ensuring alignment with related activities across the TransLink enterprise and external regulators. Represents the rail group through development of strategic relationships with a wide range of regulators, emergency response leaders, intelligence agencies, and other related organizations, including Transit Police.

Ensures the overall safety of BCRTC’s infrastructure and operations through development and oversight of a comprehensive railway safety assurance discipline within an integrated, multi-jurisdictional regulatory environment, including developing and implementing appropriate safety management systems, conducting risk assessments, leading safety assessments, and ensuring compliance with provincial and federal regulations.

Oversees BCRTC’s environmental sustainability programs, systems, and activities, ensuring compliance with environmental regulations and advancing sustainability initiatives across BCRTC, WCE, and the TransLink enterprise.

Oversees BCRTC’s emergency management plans, activities, and drills, and includes overall responsibility for the organization’s Business Continuity Plans.

Oversees organizational implementation of and compliance to the BCRTC and Railway Safety Management Systems. Uses education, experience, expertise, leading practices, and emerging technologies to bring forward progressive ideas and to continually improve these systems.

Collaborates with TransLink leaders/resources and participates in enterprise committees and teams, providing input to ensure alignment of strategies and plans. Shares leadership of enterprise “Connect” communications, involving coordination of services and recovery response. Provides expert advice and guidance to the rail division’s executives and management with the goals of promoting a safe and secure rail transit system.

Is responsible for setting objectives, targets and Key Performance Indicators, providing safety performance data, incident investigation status and other required reports to the Senior Leadership Team and Board of Directors. Develops and delivers presentations, Board reports, regular informal updates and ad hoc reports on specific matters and incidents.

Builds and maintains strong working relationships with the Regulators at WorkSafeBC, Technical Safety BC, and Transport Canada. Provides leadership in the development of standards, practices, policies, and processes for all reporting areas, ensuring the necessary controls are in place to identify and mitigate risks, and ensuring compliance with regulatory requirements for reporting areas, including requirements relating to Prime Contractors at BCRTC work sites. Alerts the rail group’s Executive Senior Leadership Team to critical issues as they emerge and recommends required action. Builds and maintains strong working relationships with the union and BCRTC employees.

Motivates, engages, and manages reporting staff as well as the broader Rail Safety & Security team, providing leadership for hiring, training, development, coaching, performance management, and all other people management practices.

Qualifications EDUCATION AND EXPERIENCE:

The requirements for this job can typically acquire through a technical degree and experience in a related discipline, a Canadian Registered Safety Professional designation, experience at both working and leadership levels in a multi-disciplinary capacity involving a broad base of stakeholders (including internal, external, public, private, regulatory, and union stakeholders), plus ten (10) years of progressively related experience in commuter or passenger rail operations, safety, systems safety assurance, security, environment management, and emergency management. Equivalent qualifications may be considered.

Other Requirements Expert knowledge of the concepts, principles, practices, and techniques pertaining to safety, security, railway assurance, prime contracting, environment management, and emergency management.

Experience working with industry standards including ISO, European Standards (e.g., EN 50126), CSA rail safety standards or equivalent industry standards will be an asset.

Advanced knowledge of the relevant legislation and regulatory requirements related to all areas of accountability.

Advanced strategic planning skills, with the ability to establish effective targets and measures, and monitor achievement of results in reporting areas.

Strong interpersonal, relationship building, and communication skills to represent the rail division both internally and externally in a strategic planning and emergency response capacity.

Advanced problem solving and decision-making skills to support collaborative resolution of problems and issues.

Advanced leadership skills with ability to direct, coach, develop, and manage performance of reporting staff in a unionized environment.

Ability to obtain Government of Canada Secret Level security clearance. A formal security designation would also be an asset.

Ability to provide 24/7 response to critical emergencies on a rotational basis as a member of the Operating Response Assurance Officers Team.

Work Schedule 37.5 hours per week.

Work Designation Resident

This position works predominately on-site.

Rate of Pay The salary for this position ranges from $130,400 - $195,600 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
