Where You’ll Make a Difference Every Day

As a Project Engineer, you will provide engineering and project leadership across a diverse portfolio of Thunder Bay’s Infrastructure Program. You will oversee design reviews, manage project schedules and budgets, and ensure compliance with regulatory and safety standards.

You will coordinate all phases of project delivery—from planning and design through construction and close-out—ensuring projects are completed safely, on time, and within budget. By collaborating with internal teams and external partners, you will help ensure projects are efficient, resilient, and aligned with strategic priorities.

How You’ll Support the Team

In this role, you will guide projects from concept to completion, ensuring seamless coordination. Your key accountabilities will include:

  • Participating in the planning, scheduling, and direction of the City’s Infrastructure Asset Management Program and Infrastructure improvements.
  • Preparing environmental assessments, designs, plans, specifications, contract documents, detailed cost estimates and performing contract administration for infrastructure projects.
  • Participating in the development of the City’s infrastructure annual capital budget.
  • Participating in the development of engineering and development standards.
  • Maintaining current knowledge on related municipal design trends and regulations and assessing impact to City.
  • Assisting in the selection and supervising the work of consulting engineers.
  • Liaising with consultants, contractors, developers, utilities, government agencies and railways, as necessary.
  • Providing technical direction to engineering office and field staff, as appropriate.
  • Participating in traffic and transportation studies.
  • Coordinating and providing general supervision of infrastructure construction and site servicing for the development of land including the preparation of agreements for the construction of infrastructure and site servicing.

What You’ll Bring to the Team

Here’s what will help you succeed as the Project Engineer:

  • Degree in civil engineering and registration as a Professional Engineer in Ontario; and
  • Three to five years’ civil engineering experience including project planning, design, and construction of municipal infrastructure
  • Supervisory experience with technical staff
  • Knowledge of relevant legislation, regulations, guidelines, and environmental assessments
  • Excellent project/time management, analytical/critical thinking, problem-solving, and decision-making skills
