The Position
The Senior Compliance Manager, Business Development and Budgeting will support a cross-functional development team responsible for preparing a wide range of high quality, multi-year grant proposals including an emergency portfolio. The proposal team includes specialists in proposal writing, monitoring & evaluation and relevant thematic areas such as Gender, Health, Education, Livelihoods, etc.
The role of the Senior Compliance Manager, Business Development and Budgeting within this team is to provide oversight to the proposal development process focusing on budgeting for quality project implementation, maximizing cost recovery, ensuring value for money, and meeting compliance requirements with donor budget and terms. This position will lead a team that is focused on budget development, contract review and donor financial compliance.
What success looks like?
- Lead team of Compliance Managers and provide technical guidance and compliance oversight to the Business Development portfolio. Provide oversight to, and coordinate the process for, developing the budget sections of funding applications. Provide guidance to the team for completing, reviewing, coordinating approvals for internal Plan contracts.
- Ensure donor requirements from a compliance perspective are presented and articulated from the onset of the proposal development process and stakeholders are advised on the implications of these requirements for implementation.
- Review donor guidelines/contracts and partner requirements/agreements for early identification & mitigation of any risks that could impact chances of a successful application/contract. Ensure the financial terms and conditions are compatible with Plan International’s systems and are favorable to quality implementation and reporting.
- Ensure all applications have best in class budget presentation, in line with donor guidelines, which clearly identifies & rationalizes costs in relation to proposed programming. Act as budget quality control for all applications and contract negotiations with a focus on appropriate costing, alignment with proposed activity and staffing plans, alignment with donor and compliance requirements, budgeting for quality project implementation as well as maximizing cost recovery.
- Respond to donor/partner questions and requests during proposal development and contracting stages as it relates to budgeting, compliance, and financial processes and risks.
- Provide training and ongoing support to relevant stakeholders including Canadian project team members, Plan field offices and partners on understanding donor financial compliance, anticipating financial risks and other best practices related to budget development and contract negotiations.
As Our Ideal Candidate You Will Have
- Proven experience in developing costing models / budgets at the project design stage and risk assessment/ mitigation for $4M+ proposals
- Degree in business administration, finance, accounting, public administration, or a related field (or equivalent combination of education and experience), with 7–10 years of relevant work experience. Professional accreditation (CPA/CGA/CMA) an asset. Demonstrated knowledge and prior experience working with a wide variety of international development funding agency rules, regulations and contracting structures, including experience with donor agencies such as Global Affairs Canada (including IHA), multilateral agencies (Educate a Child, Dubai Cares, Global Sanitation Fund, AfDB, UNICEF, UNHCR, etc.) and charitable organizations / Foundations. Previous experience working on long term development projects an asset.
- A proven track record as a financial analyst or a similar role in a non-profit and/ or International Development organization with hands on experience reviewing complex contracts and agreements. Previous experience working on long term development projects is an asset
- A flexible work style; open to collaboration with strong personalities; thrive in a fast-paced evolving work culture. Experience with working in cross-functional teams and matrix environment. Ability to manage ambiguity and deliver under very short deadlines

The salary range for this position is anticipated to be between $73,000 and $91,000. We comprehensively evaluate a variety of factors to determine fair compensation, including experience, specific job-related skills, and relevant educational or professional training. Additionally, we ensure that compensation is equitable across our team and aligns with current market trends. This role also qualifies for an extensive benefits package and generous paid time off.
