Treasury Division manages and administers the cash resources, borrowing programs and all investment and debt management activities of the government, its' crown corporations and agencies. The Risk Management & Banking branch is responsible for: developing and enforcing treasury policies and processes to ensure best treasury practices are implemented and followed; measuring, monitoring and reporting on counterparty financial risks; dynamically measuring financial risk to economic developments; and providing banking services for all government departments.

Qualifications:
Essential:
- Post-graduate education (Batchelor of Commerce / Bachelor of Science / Masters of Business Administration) or a professional designation in a field relevant to Finance (Chartered Professional Accountant (CPA) / Financial Risk Manager (FRM) or Chartered Financial Analyst (CFA). An equivalent combination of education, training and experience may be considered.
- Management experience in risk management and banking within the financial services operations within the public sector with the ability to develop, implement and oversee comprehensive risk and banking frameworks that align with regulatory standards and business objectives.
- Advanced financial and analytical skills with expertise/experience in derivative valuation and modelling using advanced modelling software such as Bloomberg MARS XVA for the measurement of financial risks.
- Experience with the development, submission and evaluation of RFI's and RFP's.
- Ability to analyze information and risks and make decisions on critical issues, while complying with government policies.
- Experience in strategic planning and determining and setting priorities.
- Excellent leadership skills with experience leading organizational changes and successfully leading and developing teams to achieve desired outcomes with a commitment to fostering a respectful workplace.
- Experience and understanding of ISDA (International Swaps and Derivatives Association) contracts and negotiating contracts related to the financial services industry.
- Demonstrated knowledge of utilizing influence, networks, and complex information to anticipate the impact of decisions, solve problems, and advance opportunities.
- Strong verbal communication skills demonstrated by the ability to communicate clearly and concisely with internal and external stakeholders.
- Strong written communication skills including the ability to write appropriate and actionable recommendations and confidential material for senior leaders.
- A strong understanding of the banking industry specific to a provincial body with direct experience with the Financial Administration Act, Financial administration manual, PCI DSS compliance and experience working with a QSA.
Duties:
The Assistant Director, Risk Management & Banking is accountable for the direct management of and participation in the team responsible for the development, improvement, implementation and oversight of all risk management policies and procedures related to the Treasury Division’s investment, borrowing, hedging and banking activities and the provision of banking services to all government departments.
