About the role

Overview: Transportation Investment Corporation (TI Corp) is seeking Communications and Engagement professionals to join our project team. Depending on the successful candidate's qualifications, skills, and experience, the position may be filled at either the Communications and Engagement Coordinator or Communications Officer level. The Coordinator positions headquarters will be split between Downtown Vancouver and Delta. The Officer position will be based in Surrey.

As a key member of the communications and engagement team, you will support the planning and delivery of strategic communications and stakeholder engagement activities for major transportation infrastructure projects. Working closely with project teams, stakeholders, community members, and communications professionals, you will help ensure timely, accurate, and effective communication with the public and project partners. Some evening and weekend work may be required to support engagement activities and community events. A valid driver's licence and access to a vehicle are considered assets.

Salary The successful candidate will be appointed at the level that best aligns with their qualifications and experience. Communications & Engagement Coordinator: $54,000 – $74,000 annually Communications Officer: $66,000 – $91,000 annually The final offer will be determined based on the successful candidate’s skills, experience, and internal equity considerations. Please note that the offer may fall anywhere within the applicable posted range and is not necessarily at the top end.

Key Accountabilities – Coordinator position Supports the delivery of the Fraser River Tunnel Project communications and engagement program, responding to public and stakeholder inquiries and ensuring local, business, and community needs are reflected throughout project planning and implementation. Develops and tailors communications materials for diverse audiences and platforms, including newsletters, presentations, speaking notes, key messages, stakeholder notifications, and website content, ensuring alignment with overall communications objectives. Manages stakeholder and public engagement activities, including coordinating meetings and events, attending public consultations, gathering feedback, documenting concerns, and supporting follow-up actions. Leads the tracking, documentation, and reporting of external communications and engagement activities through stakeholder management systems, regulatory reporting tools, and records management processes. Analyzes public and stakeholder feedback, identifies emerging trends and issues, and provides insights to support decision-making, planning, and issue mitigation.

Key Accountabilities - Officer position: Supports the implementation of the Surrey Langley SkyTrain Project communications and engagement program, fostering positive relationships with stakeholders, residents, businesses, property owners, and the public. Develops and coordinates a variety of communications materials, including key messages, presentations, briefing notes, correspondence, website and social media content, project updates, newsletters, media responses, and promotional materials. Supports stakeholder and public engagement activities by coordinating and attending meetings, open houses, community events, and outreach initiatives, while facilitating effective communication between the Project and its stakeholders. Monitors media and social channels, tracks and manages stakeholder and public inquiries, and maintains related databases and records. Provides administrative and logistical support, including scheduling meetings and events, preparing agendas, minutes, and reports, supporting event management, and assisting with other communications and engagement activities as required.

Qualifications: Post-secondary education in communications, public relations, journalism, or a related field, with 2-5 years of relevant experience, or an equivalent combination of education and professional experience. Experience in communications planning, stakeholder engagement, message development, issues management, and supporting public and stakeholder communications initiatives. Excellent written, verbal, and interpersonal communication skills, including experience developing communications materials, business and story writing, and communicating with diverse audiences. Strong organizational, project management, and event coordination skills, with experience providing logistical support for meetings, public engagement activities, and stakeholder events. Demonstrated ability to work independently, manage multiple priorities in a fast-paced environment, exercise sound judgment, and apply strong analytical, problem-solving, and risk management skills. Knowledge of local communities, stakeholders, municipal and provincial affairs, and current digital communications, social media, and engagement best practices. Proficiency with Microsoft Office (Word, Excel, PowerPoint), Adobe Acrobat, databases, and web-based platforms; experience with accessible graphic design and visual communications is considered an asset.
