##Qualifications
#MINIMUM FORMAL EDUCATION/TRAINING REQUIRED:

Undergraduate degree in a related discipline.

Knowledge of university regulations, programs and procedures as they relate to the function/program.
#EXPERIENCE:
- Two years of directly-related administrative experience required
- Two years of directly-related experience working independently with financial analysis is preferred.
- An acceptable equivalent combination of education and experience may be considered.
#SKILLS AND ABILITIES:

Proficient in use of Microsoft Office (Word, Excel, Outlook). Must have good knowledge and experience working with a computerized accounting system(s) is required.

Strong knowledge of accounting (theory and practical) required.

Experience with working with budgets and projection of financial information is required.

Must have strong analytical and problem-solving skills are required.

Ability to pay close attention to detail and accuracy is required.

##Key responsibilities
#Responsibilities:
- Assists the Senior Financial Officer’s of both College of Medicine (CoM) and College of Community and Global Health (CCGH) in establishing the annual budget. This involves analysis of historical financial information, discussion with Unit administrators, and collection of information and projection of financial information.
- Prepares the monthly and quarterly financial reports for the Senior Financial Officer’s (SFO) analysis / review.
- Reviews Monthly Operating Fund Review (OFR) prepared by CoM staff, ensuring variance analysis are consistent with known expectations, follows up on unexpected variances, and provides outcome reporting to the SFO’s.
- Prepares regular financial reports and external invoices for all external agencies such as Manitoba Health and Healthy Living as required by Service Purchase Agreements or other legal agreements.
- Prepares projections, trend analysis or other financial reports when requested.
- Ensures quarterly review and processing of cost recovery invoicing and ID charges across CoM and CCGH funds is completed, variances to expectations are explained, and reports outcomes to SFO’s. Including oversite for invoicing on Secondment and salary sharing agreements between CoM and external organizations.
- Processes Funding Allocation Forms, Payroll Adjustments (PAs), New Fund/Org/Account, User Access request forms as per instruction from the Senior Financial Officer.
- Reviews and maintains the Faculty’s Professional Development Allowance (PDA) FOP’s for all University of Manitoba Faculty Association (UMFA) members (approx. 375 members) across Rady Faculty of Health Sciences (RFHS). This includes preparing the annual pooled and individual allocation entry for the Senior Financial Officer’s review. Posting the annual BA. Communicating PDA balances (at the beginning of the year and then quarterly) to the account holders and related administrative staff. Monitoring expenses for validity (as per collective agreement) and reconciling accounts on a regular basis.
- Continually reviews and maintains CoM & CCGH FOPs. This includes maintaining a list of authorized FOP’s, their purpose, who the approved signing authorities are, funding sources, etc. As well, for FOPs no longer in use, arranging to transfer / use up any excess funds and close the FOP.
- Performs journal entries (including salary JV’s), budget adjustments, Internal Departmental (ID) charges, external invoicing as per direction from the SFO.
- Reconciles total foreign trainee student number with CoM departments. Calculates net stipend and balances to be transferred to departments and to the Dean’s office CoM.
- Under the direction of the RFHS Director of Finance, reviews all GFT and Other Academic salary increases, ensuring manual salary increases have been applied each July month end, and providing all colleges with corresponding budget transfers for each GFT and Other Academic.
- Performs Year-End adjustments and entries for all RFHS colleges in relation to Trust & Endowment funding ($350M portfolio). Consult with each college’s SFO to ensure entries are accurate and fully documented in relation to UM policies.
- Assists Units with any questions they may have regarding FOPs to charge, how to resolve NSFs, College, Faculty and University policy and procedures.
- Takes on special projects as required by the Senior Financial Officer.
- May be required to perform related duties not exceeding skills and capabilities as required.
